What is the Global Shipping Program?

The Global Shipping Program is a new program that makes it easy to sell to buyers in many countries around the world—simply by shipping your items domestically to a US shipping center. Once received by the US shipping center, international shipping will be handled for you, including preparing customs forms, remitting applicable import charges that are pre-paid by your buyer, and international shipping to the buyer—with tracking—using a fast, reliable carrier. Enrollment is FREE!

How does the Global Shipping Program work?

Whether you are new to international selling or you already list and sell items on a global basis, the Global Shipping Program lets you sell your items internationally yet ship domestically, making global sales as easy as easy as domestic ones. Once you enroll in the Global Shipping Program and apply it to your new and active listings, your eligible items will be visible to millions of international buyers on eBay.com.

Furthermore, for all Global Shipping Program items, the total item price, including import charges, will be automatically calculated for you and displayed to your buyer at checkout. After an international buyer purchases the item, just ship the package to the US shipping center. The Global Shipping Program will do the rest—package processing, customs forms, payment of applicable import charges, and international shipping with tracking.

Is the Global Shipping Program available through a mobile application?

Beginning in October 2012, buyers will be able to purchase Global Shipping Program items from mobile phones when they are using the latest version of the eBay mobile buying application. At this time, the Global Shipping Program isn't available through the mobile selling application.

Can I opt-out of the Global Shipping Program?

If you enroll in the Global Shipping Program and decide you no longer want to apply it to your listings, you can remove the Global Shipping Program from your listings by unchecking the box for the Global Shipping Program from your international shipping details.

What fees will I pay when I use the Global Shipping Program?

There is no enrollment fee for the Global Shipping Program. However, your final value fee for items that you sell through the Global Shipping Program will be based on the final sale price of the item plus the price of the first domestic shipping option you'd selected to ship your item to the US shipping center. Standard eBay fees and PayPal fees also apply, including PayPal's transaction fees for cross-border payments.

Eligibility and enrollment

Who is eligible to enroll in the Global Shipping Program?

The Global Shipping Program is available to sellers who have a "standard" or above US seller rating with items listed and located in the US. See program details for more information.

When will the Global Shipping Program be available?

The Global Shipping Program will be available on a limited basis in October and to all eligible sellers shortly thereafter.

How do I enroll in the program and apply it to my listings?

When the Global Shipping Program is available to you, a banner will appear on your All Selling, Selling Manager, or Selling Manager Pro page in My eBay, inviting you to opt in. At that time, you can also opt in by going to My eBay > Account > Site preferences > Selling preferences > Shipping preferences. See program details for more information.

Program restrictions

Can I use the Global Shipping Program to ship to any country?

The Global Shipping Program is available to buyers in these countries. As additional countries are added, your listings will be updated automatically to include the new countries.

If I enroll in the Global Shipping Program, how do I ship to a buyer in a country that's not included in the program?

To ship to a country that is not included in the Global Shipping Program, enable your listing for international shipping the same way you would today.

What if I don't want to ship to one of the countries included in the Global Shipping Program?

  1. Click My eBay at the top of most eBay pages. You may need to sign in.
  2. Click the Account tab.
  3. Click the Site Preferences link on the left side of the page.
  4. Click the Show link to in the Shipping Preferences section.
  5. Click the Edit link next to the Exclude shipping locations from your listings option.
  6. On the next page, select regions and countries where you don't want to ship your items. If you only want to select certain countries in a continent or region, click the Show all countries link next to that region's name.
  7. If you want to apply these exclusions to your current listings, select the Apply to all current live listings option.
  8. Once you're finished, click the Apply button

Can I make a single listing available to buyers in countries that are and aren't covered by the Global Shipping Program?

Yes, simply set the Global Shipping Program as the first international shipping option and select an additional shipping method for countries that aren't included in the Global Shipping Program.

Listing

Do listings for items that ship through the Global Shipping Program look different?

Yes. On the search results page, buyers will see additional information including the message "Customs services and international tracking provided". On the view item page, buyers will see estimated import charges. At checkout, buyers will see the full price, including import and shipping charges.

Do I need to provide any new or additional details about an item when I use the Global Shipping Program?

If you know the country of manufacture, commonly known as 'country of origin', for your item, include it. If you don't know the country of manufacture, customs charges will be calculated by the global technology and shipping provider based on the information in your listing and historical information for similar items.

What payment methods can I offer for listings that use the Global Shipping Program?

PayPal is the exclusive payment method currently accepted.

Will listings available to international buyers on eBay show import charges?

Items offered to buyers through the Global Shipping Program will show the import charges up-front.

Do I need to include the time it will take the US shipping center to handle the item when stating my handling time?

No, you should state your handling time as you do now for domestic shipments. Your handling time to ship the item to the US shipping center will be added to the other elements used to calculate the estimated delivery date that is displayed to buyers.

How is estimated delivery date determined?

The estimated delivery date is based from several elements, including: (1) your estimated handling time, (2) the estimated domestic transit time based on the first domestic shipping option you've selected, (3) the US shipping center's estimated handling time, and the (4) the estimated international shipping transit time from the US shipping center to the international location.

Package size limitations

Are there any restrictions on items that can be shipped through the Global Shipping Program (size, weight, category limits, and restricted items)?

Yes, there are item restrictions.

Shipping and tracking

Do items ship faster internationally through the Global Shipping Program?

Items that ship through the Global Shipping Program generally arrive within one week after departing the US shipping center. Packages not shipped through Global Shipping Program can take much longer. Packages that use the Global Shipping Program benefit from professional customs processing, which helps expedite delivery times.

How will I know when and where to ship the item?

You should send your item to the US shipping center after you've received a cleared payment notice from PayPal.

When you purchase and print postage from eBay or PayPal Labels, the US shipping center will be automatically set as the "Ship To" address. If you don't use eBay or PayPal Labels, be sure to upload tracking information manually, include the full order reference number on the address label (available on the View Orders Detail page), and send your package to the US shipping center.

Will I be able to see my buyer's address?

Yes, your buyer's address will be available in the View Order details page. Please don't ship to the buyer's international address, as you should be sending your package to the US shipping center.

Can I use eBay label printing for shipping the item? Do I need to print the international label?

You can use eBay or PayPal Labels to purchase and print your shipping label to the US shipping center. A domestic tracking number will be generated and automatically uploaded. Both you and your buyer will be able to track the shipping status of the item to the US shipping center at any time. Upon arrival at the US shipping center, the package will be processed and labeled with its proper international destination label.

If you don't use eBay or PayPal Labels to ship your package to the US shipping center, be sure to upload shipment tracking information, including the full order reference number on the address label (available on the View Orders Detail page). Once tracking information is uploaded either through eBay or PayPal Labels or manually, a 'Global tracking number' will be generated. Upon arrival at the US shipping center, the package will be processed and labeled with its proper international destination label. See more shipping and tracking details.

How do I package a multiple-item order when shipping to the same buyer?

Package and ship all items within a single order in one box. If the same buyer makes several purchases (multiple transactions), package and ship each order separately to avoid customs related complications. See best practices on how to ship multiple items and cartons.

Are there any restrictions on items that can be shipped through the Global Shipping Program (size, weight, category limits, and restricted items)?

Yes, there are restrictions. For example, to be eligible for the Global Shipping Program, an item:

  • Must be physically located in the United States
  • Must be listed for sale on eBay.com
  • Must meet the following size and weight restrictions
    • The package must not weigh more than 66 lbs.
    • The package must not exceed 66 inches in length.
    • The package must not exceed the maximum dimensions of 118 inches.
    • Dimensions = length + 2 * (width + height). Length is the packages longest side.
  • Must not exceed a price of$2,500 (or $1,600 in Canada)
  • Must not be otherwise ineligible, illegal, hazardous, subject to export restrictions, or otherwise prohibited on eBay. Please see the seller terms and conditions for complete details.

As the seller, you are ultimately responsible for your compliance with all applicable laws and regulations under the Global Shipping Program terms and conditions.

If an auction item results in a winning bid in excess of $2,500 (or $1,600 in Canada), a message will be sent to the winning buyer to contact you directly to make alternate shipping arrangements, as the item will not ship through the Global Shipping Program. Sellers will receive a notice at the end of the auction through the "send invoice" process and will be responsible for arranging international shipping and applicable US export rules, regulations, and procedures.

How does tracking work for the Global Shipping Programs?

End-to-end tracking is available through two tracking numbers: (a) The domestic tracking number which corresponds to your shipment to the US shipping center (if you use eBay or PayPal Labels, this information is uploaded automatically) and (b) the global tracking number used for the international shipping leg.

As always, a domestic tracking number will be generated and automatically uploaded when you use eBay or PayPal Labels. Both you and your buyer will be able to track the shipping status of the item to the US shipping center at any time. If you don't use eBay or PayPal Labels to ship your package to the US shipping center, be sure to upload shipment tracking information manually so your buyer will be able to track the domestic portion of the shipment to the US shipping center.

If you do not use eBay or PayPal Labels and do not manually upload domestic shipment tracking information to the US shipping center, a "global tracking number" will still be generated once the package is processed at the US shipping center. In such a case, the global tracking number will allow you and your buyer to track package status from the US shipping center to its final international destination and will be emailed to both you and your buyer. US shipping center

What happens to my package when it's at the US shipping center?

The US shipping center is managed by a third party global shipping and technology provider. When your package arrives at the US shipping center, that provider will oversee the sorting and processing of your package and will arrange for international shipment of your buyer's order by various shipping carriers from the US shipping center to the delivery address designated by your buyer. Who runs the US shipping center?

Pitney Bowes is our global technology and shipping provider, and will manage the US shipping centers that are part of the Global Shipping Program.

How long will my package be at the US shipping center before it's shipped internationally?

In most cases, once your package arrives at the US shipping center, it will generally be on its way to the international destination within 1 business day.

Charges and discounts

How are the shipping charges calculated for the international leg?

The international shipping charge your buyer sees is derived from a number of factors, including the buyer's location, shipping weight, and package dimensions. A network of shipping carriers will be used by the provider to provide fast, reliable and traceable services. For complete details, see the Global Shipping Program terms and conditions.

If you list an item with a low sale price, consider the economics of shipping globally using a traceable service.

Where does my buyer see the applicable shipping and import charges?

Import charges are estimated for the buyer on the view item page and are not finalized until checkout.

The amount shown at checkout is the total price the buyer will pay, including item price plus the total shipping and import charges. For additional information, including information about possible exclusions, see the Global Shipping Program terms and conditions.

How are the import charges calculated?

Import charges quoted to buyers are derived from real-time proprietary estimates of applicable import charges by the third party global shipping and technology provider and include applicable customs duties, taxes, brokerage, and other fees. These charges are calculated based on a number of factors, including: the item price, total shipping price, shipping weight, package dimension, country of manufacture, and item classification. How are import charges estimated when the purchase price isn't known yet (for auction items or "Make Offer" buying formats)?

For Auction-style listings:

  • Buyers will see the charges based on the current bid
  • When buyers place a bid, import charges will be based on their maximum bid

For best offers:

  • Buyers will see the charges based on the offer amount
  • When you send a counter-offer, it will be based on the counter-offer amount
  • A final calculation cost will be shown at checkout

How does my buyer's payment break down and where can I find these details?

The Order Details page will show a breakdown of the item price, shipping charges, and import charges paid by your buyer.

Will I have to pay sales tax on items sold using the Global Shipping Program?

As a seller, you are required to comply with all applicable laws and regulations of the United States. You should consult state and federal laws, or your tax professional, regarding the applicability of state sales tax to items that you export out of the United States.

You're also responsible for paying all fees and taxes associated with using eBay. Please review the eBay tax policy and eBay User Agreement for more details regarding your responsibilities as an eBay member.

Can I apply any of my current carrier discounts such as USPS® Commercial Plus™ pricing?

Yes, your shipment to the US shipping center is the same as any other domestic shipment, and any of the carrier discounts you enjoy can be applied to this portion of the shipment.

Can I offer combined shipping discounts?

Combined shipping discounts for items sold through the Global Shipping Program won't be supported at this time.

Invoicing and returns

Can I use "Send invoice" or "Request total" for Global Shipping Program orders?

No, "Send invoice" and/or "Request total" will not be available for Global Shipping Program orders.

What will the transaction look like in PayPal?

Global Shipping Program transactions are seamlessly integrated with PayPal. Your buyer will go through checkout once and PayPal will split the buyer's payment between you and the third party global shipping provider. You'll receive the full item price plus the domestic shipping charges and the balance will be transmitted to the third party shipping provider. Will I always be paid in US dollars (even from international buyers)?

Yes, if your item is listed on the US site, then payments will be automatically converted from the buyer's currency, as they are on eBay today.

Can an international buyer contact me through My Messages?

Yes, buyers can always contact you through My Messages to ask questions or resolve any issues.

How are returns handled for items that shipped through the Global Shipping Program?

Returns from international buyers can't be handled through the Global Shipping Program at this time. Therefore, the returns policy that you specify in your listing applies to your buyer's purchase of the item. You may specify an international returns policy in the "Additional returns policy details" text box. For complete details, please see the Global Shipping Program terms and conditions.

Am I required to offer returns for items sold through the Global Shipping Program?

Returns from international buyers are not handled through the Global Shipping Program at this time. eBay may choose not to display the returns policy field of your GSP listings to international buyers unless you set your returns policy to no returns or exchanges. If you wish to accept international returns, you should describe your international returns policy in your listing description. The returns policy that you specify in your listing description for a Global Shipping Program item will apply to your buyer's purchase of the item, unless your policy is inconsistent with local legal requirements in the country where your buyer is located. You are responsible for complying with all laws and regulations about returns that may be applicable to the sale of Global Shipping Program items to international buyers.

Seller protection

How does PayPal Seller Protection work?

As the seller, you are only responsible for ensuring delivery to the US shipping center. The global technology and shipping provider is responsible for processing the package for international shipment. So, proof of delivery (such as USPS Delivery Confirmation®) to the US shipping center will protect you from charge backs, reversals, unauthorized purchases, or Item Not Received claims—assuming all other basic eligibility requirement are met. For items $250 or more, you will need to provide signature confirmation of delivery to the US shipping center to be eligible. Please visit PayPal Seller Protection for full details of the program.

Are my transactions covered by PayPal Seller Protection or can I escalate to the eBay Resolution Center?

Yes, your transaction is covered by PayPal Seller Protection providing you are a US account holder and meet the basic eligibility requirements for PayPal Seller Protection. In the event of an unauthorized payment, item not received claim, chargeback, or reversal, your international transactions shipped through the Global Shipping Program will be covered by PayPal Seller Protection, just like your domestic transactions.

You can use the eBay Resolution Center to open a case if you do not receive payment for an item or if you want to cancel a transaction.

Can an international buyer open an eBay Buyer Protection case for post-transaction Global Shipping Program transactions?

Yes, your sales of items through the Global Shipping Program are subject to the eBay Buyer Protection and PayPal Purchase Protection policies that apply to your PayPal account. For complete details, please see the Global Shipping Program terms and conditions.

What if the item is damaged during shipment?

You are responsible for losses or damage while the item is en route to the US shipping center, and it's recommended that you purchase insurance for the domestic shipping leg. You will not be responsible for losses or damage once an item is shipped from the US shipping center to your buyer.  For additional information about the circumstances for which you may be held responsible for buyer protection claims, please see the Global Shipping Program terms and conditions.

Do transactions using the Global Shipping Program count toward my seller performance rating on eBay.com?

No, as always, only transactions with US buyers count toward your performance rating on eBay.com. Global Shipping Program transactions count toward your global performance rating.

Your buyers will be able to provide Detailed Seller Ratings for transactions involving Global Shipping Program items. However, if you provide free domestic shipping (i.e., free shipping to the US shipping center), you will automatically receive a 5-star detailed seller rating for shipping and handling charges. In addition, if you provide 1-day handling, upload tracking information within 1 business day of receiving cleared payment, and the tracking information shows the Global Shipping Program item as being delivered to the US shipping center within 4 business days of your receipt of cleared payment, you will automatically receive a 5-star detailed seller rating for shipping time.

If you do not automatically receive a 5-star detailed seller rating for shipping and handling charges or shipping time, any detailed seller ratings for shipping and handling charges or shipping time that are below 5-stars for a Global Shipping Program item will not count against your seller performance standards.

Will I be able to cancel a transaction?

As always, you may cancel a transaction upon mutual agreement with the buyer prior to shipping to the US shipping center. However, once you've shipped the item to the US shipping center, the shipment will continue to its final international destination.

Can I use the Global Shipping Program if I use eBay selling tools, third party tools or my own proprietary tool?

Yes, the Global Shipping Program will be available to all eligible sellers using the following tools:

  • eBay selling tools : Sell Your Item, Turbolister, Blackthorne, and File Exchange
  • Third party tools: We are working closely with our developer community to ensure the Global Shipping Program will be available. Contact your third party provider for details.
  • Proprietary tools: If you have your own proprietary tool, either contact your eBay account manager or the eBay developer program for more information.
