eBay Stores Subscription Terms of Service
These terms of service (the “Terms of Service”) describe the terms pursuant to which eBay offers you access to our eBay Stores service, and all related services, applications and tools (together the “Service”). You are contracting with an eBay company (individually and collectively referred to as “eBay,” “we,” or “us”) determined by your country of residence. For example and as stated in the User Agreement, if you reside in the United States, you are contracting with eBay Inc. By signing up for an eBay Store, you agree to all terms in this Terms of Service.

- eBay Stores
To open an eBay store, you must choose a Store subscription level. There are 5 stores (“Store”) subscription levels (or types):
- Starter
- Basic
- Premium
- Anchor
- Enterprise
NOTE: Your use of these Services are subject to our User Agreement and all applicable terms or policies on the eBay site (including any selling limits, listing policies, pricing and promotions terms, and the Payment Terms of Use). Selling limits on your account (as well as category and item limits) may prevent you from creating the maximum number of listings associated with your particular eBay Store subscription.
As used in these Terms of Service,
- “calendar month” shall mean the first day of the month through the last day of the month.
- “billing cycle” shall mean the approximate 30-day period during which a seller may accrue fees, discounts, refunds or credits. A billing cycle may begin at the beginning of the month, or in the middle of the month. If you are a seller that pays fees by monthly invoice, your billing cycle is the same 30-day period included in your invoice (e.g., April 1 through April 30, or April 16 through May 15).
- “Subscription Start Date” shall mean the date that you sign up for your Store subscription. You may start a subscription at any time.
- “Mandatory Subscription Period” shall mean the period between the Subscription Start Date and the end of the first full calendar month of your current subscription.
- Subscriptions
The term of a Store subscription may be either monthly or yearly. A subscription term will start the first day of the first full calendar month falling after your Subscription Start Date. A monthly Store subscription renews for continuous, one-month periods spanning the first day of the calendar month to the last day of the calendar month. A yearly Store subscription renews for continuous, twelve-month periods spanning the first day of the first calendar month to the last day of the last calendar month. The period spanning the first day of the first full calendar month falling after your Subscription Start Date through the last day of the one-month or twelve-month period included in your subscription is the “Subscription Term.”
All Store subscriptions renew automatically, unless canceled or modified under these Terms of Service. If you have a yearly subscription, we will contact you at least 30 days prior to the end of the term of your subscription via email and a message sent to My eBay to remind you that the term of your subscription will automatically renew.
- Fees for Stores Subscriptions
By registering for an eBay Store, you agree to pay all applicable fees for eBay Store subscribers (“eBay Store Fees”) stated on our Store selling fees page, as may be updated from time to time.
Store subscription fees
eBay Store Fees include, but are not limited to, recurring subscription fees (“Store subscription fee”). You will pay a Store subscription fee each month of a current subscription (monthly or yearly). The Store subscription fee will be charged at the beginning of your billing cycle. Upon renewal of your subscription, the Store subscription fee will be the fee associated with your Store package at the time of renewal.
Zero Insertion Fee Listings
Zero Insertion Fee listings (“ZIFs”) and other benefits that may be included with your Store subscription are described on the Store selling fees page. ZIFs are allocated to sellers in a fixed amount per calendar month. Unused ZIFs and other benefits don’t carry over to the next calendar month and are reset at the beginning of each calendar month. After you have used your ZIF allocation, your listings will be subject to an insertion fee, as described in the Store selling fees page.
Final value fees
Reduced final value fee rates that may be included with your Store subscription will be applied to all listings created, relisted or renewed on or after your Subscription Start Date. Listings created prior to the Subscription Start Date, or after your Store subscription is cancelled, will not be eligible for Store final value fee rates.
- Billing and Payment
- eBay Store Fees are retained from your current or future payouts. If your payouts are insufficient, eBay will charge your payment method on file (debit or credit card, and/or linked bank account), or otherwise collect eBay Store fees from you as set forth in the Payment Terms of Use. Your eBay Store Fees may be aggregated with other charges. We will generate a statement of fees, refunds, credits, and other transactions associated with your selling activity through the Service each month (the “financing statement”). You may view the financing statement on the Seller Hub.
- Initial Charges, Billing and Benefits
When you sign up for a Stores subscription, we will charge you:
- a prorated Store subscription fee equal to the number of days occurring from your Subscription Start Date to the first date of your Subscription Term (the “Prorated Period”), and
- the Store subscription fee for the next full month of your subscription (the “First Full Subscription Month”).
(combined, the “Initial Subscription Charge”)
Your expanded ZIF allotment will be available immediately. You receive your entire ZIF allotment for the calendar month when you sign up, regardless of when you sign up. For example, if you sign up for a Stores subscription on May 22, you receive your entire ZIF allotment for May immediately.

- Canceling Your Subscription
When canceling your Stores subscription:

If you have a monthly subscription and you cancel your Store during the Mandatory Subscription Period:
- You’re billed the current Store subscription fees for the Mandatory Subscription Period.
- You receive the current Store subscription benefits for the Mandatory Subscription Period.
- After the Mandatory Subscription Period, you pay standard fees for any new listings.

If you have a monthly subscription and you cancel your Store after the Mandatory Subscription Period:
- You’re billed the current Store subscription fees for the entire calendar month during which you cancel.
- You receive Store benefits corresponding to the current subscription until the end of the calendar month during which you cancel.
- Starting the next calendar month, you pay standard fees for any new listings.

If you have a yearly subscription and you cancel your Store prior to the last calendar month of your Subscription Term:
- You’re charged an early termination fee. In addition, you’re billed at the current Store subscription fee rate for the calendar month during which you canceled.
- You receive Store benefits corresponding to the current subscription until the end of the calendar month during which you canceled.
- Starting the next calendar month, you pay standard fees for any new listings.

If you have a yearly subscription and you cancel your Store in the last calendar month of your Subscription Term:
- You’re billed at the current Store subscription fee rate for the calendar month during which you canceled.
- You receive Store benefits corresponding to the current subscription until the end of the calendar month during which you canceled.
- Starting the next calendar month, you pay standard fees for any new listings.
- Fees (excluding subscription fees) are based on the terms in effect when the listing goes live and when it renews.
- If you cancel a subscription that is not yet effective, no early termination fee is charged for that subscription.
- Early Termination Fee
- If you cancel or downgrade your yearly subscription after the first 30 days of sign up or renewal and before the last calendar month of your yearly subscription, you’re charged an early termination fee; if you make such changes during the last month of your subscription you’re not charged an early termination fee.
- There’s no early termination fee for canceling a monthly subscription.
- The early termination fee rates are calculated by dividing the (i) the product of (a) remaining months left in the subscription and (b) applicable monthly Store subscription fee by (ii) 3. Based on the above formula, the fee structure would be as follows:

- Changing your subscription
You can change your subscription at any time, including:
- Changing your Stores subscription level
- Changing the duration of your Subscription Term.
When upgrading your Stores subscription (i.e. changing your Stores subscription level to one with more benefits, or changing from a monthly subscription to a yearly subscription of the same subscription level):
- Store subscription fees for your current subscription for the current billing cycle are prorated and the unused portion of your current Store subscription fee is credited back to you. Your upgraded Store subscription fee is also prorated for the current billing cycle and your upgraded subscription is treated as a new subscription.
- Your ZIF allotment from the subscription being canceled ends immediately. Any unused ZIFs from your previous subscription allotment don’t roll over.
- You receive your full allotment of ZIFs for the new upgraded subscription immediately. Each calendar month thereafter, you receive the applicable allotment of ZIFs.
- Reduced final value fee rates that may be included with your Store subscription will be applied to all listings created, relisted or renewed on or after your Subscription Start Date. Listings created prior to the Subscription Start Date, or after your Store subscription is cancelled, will not be eligible for Store final value fee rates.
- Your upgraded Subscription Start Date and renewal date is reset based on the date you change your subscription.
- An early termination fee isn’t charged if you upgrade your Stores subscription.
When changing from a yearly Stores subscription to a monthly Stores subscription with more benefits:
- Fees for your current yearly subscription for the current billing cycle are prorated and the unused portion of your current Store subscription fee (for the current billing cycle) is credited back to you. Your new monthly Store subscription fee is also prorated for the current billing cycle and your subscription is treated as a new subscription.
- Your ZIF allotment from the plan being canceled ends immediately. (Any unused ZIFs from your previous subscription allotment don’t roll over.)
- You receive the new monthly Store benefits immediately. You receive your full allotment of ZIFs for the new upgraded subscription immediately. Each calendar month thereafter, you receive the applicable allotment of ZIFs.
- Your new Subscription Start Date and renewal date is reset based on the date you change your subscription.
When downgrading your Store subscription (i.e. changing your Store subscription level to one with fewer benefits):

If you have a yearly subscription and you downgrade to a lower yearly Store subscription level prior to the last calendar month of the subscription:
- You’re charged an early termination fee. In addition, you’re billed at the current higher Store subscription fee rate for the calendar month during which you elect to downgrade.
- You receive Store benefits corresponding to the current higher subscription until the end of the calendar month during which you elect to downgrade.
- Your new downgraded subscription benefits are effective immediately after the end of the calendar month during which you elect to downgrade.
- You’re billed at the downgraded Store subscription fee rate immediately after the calendar month during which you elect to downgrade.

If you have a yearly subscription and you downgrade to a lower yearly Store subscription level during the last calendar month of the subscription:
- You’re billed at the current higher Store subscription fee rate for the calendar month during which you elect to downgrade.
- You receive Store benefits corresponding to the current higher subscription until the end of the calendar month during which you elect to downgrade.
- Your new downgraded subscription benefits are effective immediately after the end of the calendar month during which you elect to downgrade.
- You’re billed at the downgraded Store subscription fee rate immediately after the calendar month during which you elect to downgrade.

- You’re billed at the current higher Store subscription fee rate for the Mandatory Subscription Period.
- You receive the current higher subscription Store benefits for the Mandatory Subscription Period.
- Your new downgraded subscription benefits are effective immediately after the Mandatory Subscription Period.
- You’re billed at downgraded Store subscription fee rate immediately after the Mandatory Subscription Period.

If you have a monthly subscription and downgrade your Store subscription level after the Mandatory Subscription Period:
- You’re billed at the current higher Store subscription fee rate for the calendar month during which you elect to downgrade.
- You receive Store benefits corresponding to the current higher subscription until the end of the calendar month during which you elect to downgrade.
- Your new downgraded subscription benefits are effective immediately after the calendar month during which you elect to downgrade.
- You’re billed at the downgraded Store subscription fee rate immediately after the calendar month during which you elect to downgrade.
When changing from a yearly Stores subscription to a monthly Stores subscription with the same or fewer benefits:
- The current yearly subscription is billed until the end of the current calendar month. The following calendar month, you’re billed the applicable fee for your new monthly subscription. If this change occurs prior to the last calendar month of your yearly subscription, you’re also billed an early termination fee.
- Your ZIF allotment and Store benefits for your current yearly subscription ends when the current calendar month is over. Your ZIF allotment and your Store benefits for your new monthly subscription starts the following calendar month.
Notwithstanding any other provision in Section 7 or Section 9, eBay shall have the right to cancel or downgrade a free Stores subscription effective immediately upon such cancellation or downgrade.
- Additional Services and Add-On Features
If you utilize any pricing tools, including Promotions Manager or Markdown Manager, you agree to be bound by the Pricing and Promotions Terms and Conditions. If you utilize Terapeak, you agree to be bound by the Terms of Use applicable to your Store level. You are solely responsible for complying with eBay’s User Agreement, eBay’s User Privacy Notice, all applicable eBay policies, and all applicable laws and regulations, including, without limitation, the Federal Trade Commission’s Guide Against Deceptive Pricing and any applicable local, state or federal consumer protection law.
When you purchase ZIF add-on bundles, these are purchased on a calendar monthly basis for the quantity of ZIFs you select and the applicable cost will be charged to you monthly on the same scheduled billing as your Stores subscription. Each ZIF expires at the end of the calendar month regardless of the date of purchase. For example, if you purchase 10,000 ZIFs on September 23, all of these ZIFs shall expire on September 30. If you are provided additional ZIFs pursuant to an eBay program based on your selling performance or otherwise in eBay’s sole discretion, these ZIFs shall expire at the end of the calendar month in which they are granted to you.
Fees for additional services are payable by you in the same manner that you pay for eBay Store Fees.
- Other terms
- We may amend these Terms of Service terms at any time by posting the amended terms on www.ebay.com. Our right to amend the Terms of Service includes the right to modify, add to, or remove terms. Except as stated otherwise in our User Agreement or elsewhere, all amended terms shall automatically be effective 30 days after they are initially posted.
- eBay reserves the right, with or without notice, to substitute, replace, or remove Stores features and functionality. In addition, eBay may update select Stores or its Stores program generally at any time without notice, either on a temporary or permanent basis. Such update may include changes to the look and feel of the Stores or the addition of new features or functionality.
- eBay reserves the right to cancel your Stores subscription at any time or decline to renew your Stores subscription if you do not meet eBay’s Stores subscription eligibility requirements.
- You acknowledge and agree that eBay may, upon 30 days notice to you via email, change your eBay Stores subscription level if you don’t meet eBay’s then-current applicable subscription requirements. If this occurs, you’re billed as described above. Such change may increase or decrease the fees you pay.
- At any given time you can only have one active Stores subscription across all sites.
- All terms may change at any time in accordance with our User Agreement.
- If you have not been activated for eBay to manage your payments, eBay Store Fees are included on your monthly invoice.
