Top-rated seller eligibility and benefits
Only PowerSellers have the opportunity to become a Top-rated seller and receive the highest rewards available to sellers. See Requirements for information on how to become a Top-rated seller. In addition to the PowerSeller benefits, Top-rated sellers will receive:
- 20% discounts on Final Value Fees, the highest level of discounts available (see "Discount on Final Value Fees" section for more information on discounts)
- Promotion in Best Match search results for Fixed Price— a benefit exclusively for Top-rated sellers
- Ability to purchase Featured First—a benefit exclusively for Top-rated sellers
- A prominent Top-rated seller badge on search results pages and View Item pages
Discounts on Final Value Fees
Discounts on Final Value Fees are our way of recognizing and rewarding sellers who consistently provide excellent customer service on eBay. Both PowerSellers and Top-rated sellers are eligible for discounts as follows:
Top-rated seller discounts
US and Canadian sellers that are Top-rated sellers receive 20% discounts on Final Value Fees on listings listed on ebay.com and eBay Motors. There is no Top-rated program on eBay.ca and eBay.cf.
PowerSeller discounts
Through March 2010, for US and Canadian PowerSellers that are not Top-rated sellers, PowerSellers Final Value Fee discounts are based on detailed seller ratings (DSRs) across all four areas—item description, communication, shipping time, and shipping and handling charges—over the last 30 days. Final Value Fee discounts by DSRs across all four DSRs are as follows:
- 4.6 or higher: 5%
- 4.8 of higher: 15%
- 4.9 of higher: 20%
For sellers that exclusively sell Vehicles on eBay Motors, US and Canadian PowerSellers that are not Top-rated will receive discounts on Successful Listing fees on Motor Vehicles sales, using the DSRs for item description, communication only. Successful Listing fee discounts by DSRs across the two DSRs are as follows:
- 4.6 or higher: 5%
- 4.8 of higher: 15%
- 4.9 of higher: 20%
Starting in April 2010, all US PowerSellers that are not Top-rated sellers will receive a 5% Final Value Fee discount on eBay.com and eBay Motors. US PowerSellers that are Top-rated sellers will receive a 20% Final Value Fee discount on eBay.com and eBay Motors. Canadian PowerSellers will receive a 5% Final Value Fee discount on eBay.com, eBay Motors, eBay.ca and eBay.cf listings. Customer Support
eBay provides PowerSellers and Top-rated sellers with priority customer support and technical assistance. The level of service is based on your PowerSeller tier and GMV as follows:
- Bronze/Silver: 24 hour email and chat support, phone support from 6am-10pm Pacific time
- Gold: 24 hour phone, email, and chat, designated account management for Gold sellers approaching the next PowerSeller tier
- Titanium/Platinum: 24 hour phone, email and chat support, designated account management

Unpaid Item Protection
Although all sellers receive Final Value Fee credit when the seller closes an
Unpaid Item
dispute, and Insertion fee credit by relisting and selling the item the second time, US and Canadian PowerSellers and Top-rated sellers also receive credit for Listing Feature fees for eligible listing formats and features as noted below.

No sign up is required for Unpaid Item Protection. PowerSellers and Top-rated sellers automatically receive the Feature fee credits when an Unpaid Item dispute if closed, as long as PowerSellers or Top-rated seller status is retained from the listing start date through the date when the Unpaid Item dispute closes. Note that sellers must have an account in good financial standing (no overdue balances) and be a registered user (not suspended) when the fees are credited back.
