Guaranteed Delivery FAQs

  • Top FAQs

What are sellers' Guaranteed Delivery options?

Sellers have two options for Guaranteed Delivery. With either option, your listings show up to buyers as guaranteed:

    1. Handling time option - Sellers guarantee same-day or one-day handling and use eBay labels. eBay determines and guarantees the delivery date.
    2. Door-to-door option - Sellers choose to take full control over their guaranteed delivery dates, based on their ability to deliver to various regions and their carriers' service level by region.

What happens if an item does not arrive by the guaranteed date?

If a guaranteed item is delivered late, the buyer can request one of the following recompense options:

    1. Keep the item and get a refund on the ship cost. Or, if shipping was free, the buyer can get a $5 eBay voucher instead.
    2. Get a free return label for a full refund of item cost (item cost refund is always paid by the seller) and ship cost.

eBay will manage all customer service, so it will not create more work for sellers.

When a seller chooses the handling time option and an item arrives late, who pays for the buyer "make it right" option - eBay or the seller?

Sellers who choose the handling time option are required to guarantee same-day or one-day handling time, and eBay determines the delivery date. If an item arrives late even though the seller met their handling time and ensured the package was scanned on time at the post office, eBay will refund the buyer's shipping cost or pay for their return label. If the buyer wants to keep the item and shipping was free, eBay will provide a $5 eBay voucher to be used toward a future eBay purchase. In all scenarios, eBay will handle customer service.

When a seller chooses the door-to-door option and an item arrives late, who pays for the buyer "make it right" option - eBay or the seller?

Sellers who choose the door-to-door option guarantee their own delivery date based on their shipping capabilities and carriers' regional service. If an item arrives late, the seller will "make it right" with the buyer by providing a return label and item refund, or by refunding the shipping cost if the buyer wants to keep the item. However, if the buyer wants to keep the item and the shipping was free, eBay will provide the buyer a $5 eBay voucher to be used toward a future eBay purchase. In all scenarios, eBay will handle returns and refunds experience for buyers so that it does not create more work for the seller.

If I opt in, do I have to guarantee all my listings?

No, if you opt in to Guaranteed Delivery, you select the listings you want to guarantee, by following the steps below for each listing. Your listings that meet all listing requirements qualify for Guaranteed Delivery.

I opted in to the handling time option. What are my next steps?

If you chose the handling time option, follow these required next steps to get your listings set up for Guaranteed Delivery:

    1. Set a same-day or one-day handling time on the eligible listings you wish to guarantee. Setting same-day handling will give your listings more visibility.
    2. Offer returns.
    3. Set immediate payment* by going to "Payment options" under "Selling details," and check the box "PayPal" and "Require immediate payment with Buy It Now" boxes.
    4. State eligible carriers and services in listings. Generic services such as standard, economy, expedited, and flat rate freight do not meet this requirement.
    5. The listing location must have a postal code so eBay can determine the guaranteed delivery date.
    6. Use our working days calendar at ebay.com/ship/cutoff to set your business days and same-day handling time cutoffs.
    7. Use an eBay label to ship your item within the stated handling time. If you sell on multiple ecommerce sites, check out our Shipping Partner Platforms. Note: eBay is temporarily waiving the eBay labels requirement for the handling time option of Guaranteed Delivery.

*eBay will automatically set immediate payment on listings under $100 that otherwise meet all Guaranteed Delivery requirements, so you don't have to.

I opted in to the door-to-door option. What are my next steps?

If you chose the door-to-door option, follow these required next steps to get your listings set up for Guaranteed Delivery:

    1. Use our rate table to set your shipping costs and speeds by region at ebay.com/RateTable. Ensure each region for which you want to guarantee delivery has a delivery speed no later than 4 days after payment. Note that the "speed" column includes handling time.
    2. Associate the listings you wish to guarantee to a rate table. When editing your active listings:
      1. Select flat rate shipping.
      2. Check the box next to "Use rate table".
      3. Select the appropriate rate table to associate with the listing(s).
    3. Set immediate payment by going to "Payment options" under "Selling details," and check the "PayPal" and "Require immediate payment with Buy It Now" boxes.
    4. Ship with an eligible carrier for tracking purposes (see FAQ under Listing Eligibility and Requirements).
    5. Upload tracking once your item sells.
    6. Deliver on-time.

Note: Guaranteed listings cannot list "flat rate freight" as shipping service.

  • Guaranteed Delivery Basics

In which geographies will Guaranteed Delivery be available?

Guaranteed Delivery is available in the US only (including Guam and Puerto Rico) for now.

Why is eBay introducing this new feature?

Fast and accurate delivery dates are a key factor for online buyers. Today, more than 2/3 of eBay items are already delivered within three days, but many online buyers are not aware of that. This feature - with the added benefit of a guarantee - will help change that perception and bring more buyers to eBay.

How does the Guaranteed Delivery search filter work, and how does it impact listing visibility in search?

To filter listings by a guaranteed delivery date, buyers can simply click a button at the top of the search results, and Guaranteed Delivery listings will surface in the results. Buyers can also use the search refinement panel in the left nav to filter listings that are guaranteed to arrive in 1 day, 2 days, 3 days, or 4 days.

If buyers do not use the filter, search results will not change based on Guaranteed Delivery.

  • When a Guaranteed Delivery Item Arrives Late

What happens if a guaranteed item arrives late due to weather delays?

eBay will protect the seller and "make it right" with the buyer (except the item cost refund if requested by the buyer) when guaranteed items arrive late due to major and unexpected weather events.

How can a buyer make an eBay Guaranteed Delivery claim if a guaranteed item arrives late?

There will be a Guaranteed Delivery page on eBay where buyers can select recompense options if a guaranteed item arrives late. These options will display only for late deliveries as signaled by tracking scans. Once a buyer claims a late delivery for a guaranteed item, the seller will be notified in the Guaranteed Delivery dashboard in Seller Hub.

If a seller does not meet their Guaranteed Delivery commitment, what is the impact on seller standards?

Sellers who participate in Guaranteed Delivery will need to maintain high standards of handling, tracking, and delivery performance, similar to eBay Top Rated Seller shipping standards. If their Guaranteed Delivery transaction standards fall below threshold, sellers may no longer be able to offer Guaranteed Delivery. All guaranteed transactions will also be counted in eBay Top Rated Seller calculations. Learn more.

If sellers who choose the handling time option meet their same-day or one-day handling time but the item is delivered late, can buyers leave negative feedback?

eBay will remove negative feedback on shipping if sellers who choose the handling time option meet their handling time commitment and the package gets scanned but the guaranteed item still arrives late.

Will buyers be able to double claim for a shipping refund by claiming an item is "Significantly Not As Described (SNAD)"?

No, sellers will be protected from double paying.

  • Opting-In to Guaranteed Delivery

How can I participate in Guaranteed Delivery?

Click the opt in button on this page. If you currently qualify, you will be able to select either the handling time option or the door-to-door option.

If you don't currently qualify, don't worry. We're onboarding sellers in a phased rollout, so we'll let you know when it's time to get started.

Is there a cost to participate in Guaranteed Delivery?

No, there is no cost for buyers or sellers to participate in Guaranteed Delivery.

Will all sellers be able to participate in Guaranteed Delivery?

No, Guaranteed Delivery is not for everyone. Sellers who meet the requirements have the option to participate. We will be onboarding qualified sellers in a phased rollout, and they can choose to opt in or not.

If I opt-in, is my guarantee valid for all delivery regions/zones in the US?

Guaranteed Delivery is dependent on buyer location. Sellers who choose the door-to-door option must use a rate table to specify their delivery guarantee by region. Buyers outside the specified regions will not see the listing as guaranteed.

For sellers who choose the handling time option, eBay's delivery guarantee will account for buyer location. When the buyer is outside of 4-day delivery range for that particular listing, they will not see a guaranteed delivery option.

Can I use the handling time option for some listings, and the door-to-door option for others?

No, you must choose either the handling time option or the door-to-door option. Remember, if you opt in you are not required to guarantee all your listings.

Can I switch from the handling time option to door-to-door, and vice versa?

Yes, you can switch Guaranteed Delivery options any time by following these steps:

    1. Go to Account Settings > Site Preferences.
    2. Scroll down to eBay Guaranteed Delivery Setting, and click Edit.
    3. Select the option you would like to switch to and click Continue.

Can I opt out after initially opting in?

Yes, you can opt out of Guaranteed Delivery at any time by following these steps:

    1. Go to Account Settings > Site Preferences.
    2. Scroll down to eBay Guaranteed Delivery Setting, and click Edit.
    3. Select "I want to opt out of Guaranteed Delivery" and click Continue.

If I opt in to the handling time option, what is the benefit of using eBay labels?

Using eBay labels enables eBay to cover the buyer "make it right" option in the case of late delivery, as long as the seller met their handling time commitment. Sellers who choose the handling time option are required to use eBay labels through either of these options for a minimum of 95% of their Guaranteed Delivery transactions to stay in the program:

    • In Seller Hub, go to your items awaiting shipment and click "Print shipping label."
    • If you sell in multiple ecommerce marketplaces, you may want to use one of eBay's Shipping Partner Platforms, Shippo and ShipRush, which also fulfill the eBay labels requirement for Guaranteed Delivery.

Note: eBay is temporarily waiving the eBay labels requirement for the handling time option. At this time, sellers will not be evaluated based on their eBay labels usage, but must comply with all other requirements.

Yes, Best Offer listings will be guaranteed if they also have a Buy It Now option with immediate payment.

Are listings that require restocking fees eligible for Guaranteed Delivery?

Listings that require restocking fees are eligible for Guaranteed Delivery. However, if the guaranteed item is delivered late and returned for that reason, the restocking fee will be waived and buyer is entitled to a full refund.

What happens if a buyer wants to bundle multiple items from same seller, yet only one of those items is guaranteed?

  • Seller Performance Evaluation

Why does eBay evaluate my Guaranteed Delivery performance?

We evaluate sellers to ensure that buyers can be assured of the reliable and consistent delivery performance for Guaranteed Delivery items. You can review your status in the Guaranteed Delivery dashboard in the Seller Hub Performance tab once you make Guaranteed Delivery sales.

What are the eligibility requirements to be in eBay Guaranteed Delivery?

    Door-to-door option

    • On-time delivery - 97% or higher
    • Tracking uploaded on time and validated - 95% or higher

    Handling time option

    • On-time handling - 97% or higher
    • Tracking uploaded on time and validated - 95% or higher
    • eBay shipping label usage - 95% or higher. Note: eBay is temporarily waiving the eBay labels requirement for the handling time option. At this time, sellers will not be evaluated based on their eBay labels usage, but must comply with all other requirements including handling on-time, using eligible delivery services, and uploading validated tracking within the stated handling time.

You may become ineligible and be removed from the program if you fall below the minimum requirements.

How can I make sure I meet the on-time handling requirements?

This requirement is only for sellers opted in to the handling time option of Guaranteed Delivery.

Your Guaranteed Delivery orders need to be handled on time a minimum of 97% of the time. Your item must be shipped within your stated handling time or delivered by the guaranteed delivery date. If there's no valid tracking available, your buyer must confirm the item was delivered on time. Handling is not considered on time in either of these scenarios:

    • Tracking shows the item was delivered after the guaranteed delivery date and there is no confirmation from the buyer of on-time delivery.
    • Buyer confirms the item was delivered after the guaranteed delivery date and there is no delivery confirmation by the guaranteed date.

How can I make sure I meet the on-time delivery requirements?

This requirement is only for sellers opted in to door-to-door option of Guaranteed Delivery.

Your Guaranteed Delivery transactions need to be delivered on time a minimum of 97% of the time. Tracking must show your item was delivered by the guaranteed delivery date. If there is no tracking available, your buyer must confirm the item was delivered on time. Delivery is not considered on time when:

    • Tracking shows the item was delivered after the guaranteed delivery date, or there is no confirmation from the buyer of on-time delivery.
    • Buyer confirms the item was delivered after the guaranteed delivery date or there is no delivery confirmation by the guaranteed delivery date.

How can I make sure I meet the tracking upload requirements?

This requirement applies to sellers opted in to eBay Guaranteed Delivery.

You need to upload valid tracking to eBay by your handling time for at least 95% of your Guaranteed Delivery transactions. Sellers opted in to the door-to-door option need to upload valid tracking on or before their handling time or at least one day before the guaranteed delivery date, whichever is earlier. If you print an eBay shipping label, tracking will be uploaded automatically.

How can I meet the eBay label requirements?

This requirement is only for sellers opted in to the handling time option of Guaranteed Delivery.

A minimum of 95% of your Guaranteed Delivery transactions must be shipped using an eBay shipping label. eBay shipping labels can be printed from eBay.com or through one of our Shipping Partner Platforms, Shippo or ShipRush.

Note: eBay is temporarily waiving the eBay labels requirement for the handling time option. At this time, sellers will not be evaluated based on their eBay labels usage, but must comply with all other requirements including handling on-time, using eligible delivery services, and uploading validated tracking within the stated handling time.

What happens if the carrier updates the shipping status from a late delivery to an on-time delivery?

We'll automatically adjust your Guaranteed Delivery status once we get tracking details confirming the item was shipped or delivered on time.

How often will I be evaluated, and how will I be informed of my status?

Evaluations occur every 2 weeks. The evaluation period begins on Sunday and ends the following week on Saturday. Your status will be updated on the Wednesday following the end of that eligibility period. Your status determines your eligibility in the program. Review your status in the Guaranteed Delivery dashboard in the Seller Hub Performance tab.

  • Post-Transaction Scenarios

If a buyer has paid for their item and then requests that the seller delay the shipment, will the buyer have the option to request a shipping credit? If so, would the seller receive a credit back?

Yes, if there is an M2M message showing that the buyer requested a shipment delay.

What happens if the buyer changes the shipping address after the initial transaction?

If the buyer requests an address change, which results in delayed delivery, the seller can use M2M messaging as proof to be relieved of defects and buyer "make it right" costs.

  • New Tools to Support Guaranteed Delivery

What tools is eBay introducing to help me guarantee my listings?

As announced in the Spring Seller Update, there are two new tools that will complement Guaranteed Delivery: the working days calendar and the shipping rate tables.

What is the working days calendar, and what are the benefits?

The working days calendar allows sellers to define their working days and handling time cut-offs by day for same-day handling, providing more flexibility based on how you run your business. This can result in shorter delivery estimates on the extra days your business works, and prevents you from having to commit to handling and shipping on days you do not work. The working days calendar can be accessed at ebay.com/ship/cutoff.

What are shipping rate tables, and what are the benefits?

Shipping rate tables are required for sellers who choose the door-to-door option in order to define shipping costs and speeds by region. To determine your shipping speeds, reference Guaranteed Delivery regional maps, regional zip codes, and carriers' shipping speeds by zip code. Note that the number you enter in the shipping "Speed" column should include your handling time (this column displays only for sellers who have opted in to the door-to-door option).

Rate tables let buyers see the shortest delivery times and most competitive shipping prices in your listings, based on their location. Shipping rate tables can be accessed at ebay.com/ratetable.

Use our tutorial video and rate tables guide to complete your rate tables.

  • *eBay Guaranteed Delivery Seller Terms & Conditions

    Effective Date: November 15, 2017

To use the guaranteed delivery date feature, you must opt in and accept these Terms. In the opt-in flow, you choose whether you wish to commit to a (1) door-to-door delivery commitment or (2) handling time commitment. You may discontinue use of this feature at any time by adjusting your account settings within My eBay. You may opt back in at any time. Your participation will be subject to the eligibility requirements outlined below. Changes to your account settings may require up to 24 hours to take effect.

    Eligibility

eBay will determine eligibility requirements for sellers. eBay will establish an evaluation period to evaluate your delivery record and may require that you meet minimum seller performance standards to use this feature. Your eligibility for this feature will be evaluated when you opt in and periodically while you use this feature. eBay may at any time limit or terminate your use of this feature without notice to you.

For a listing to be eligible to use this feature, it must:

    • Be for an item that is capable of being delivered to a buyer within 4 days.
    • Be for an item physically located in the United States.
    • Require immediate pay.
    • Be listed on eBay.com.
    • Be a listing for which returns are accepted.
    • Use an eligible carrier service.

eBay reserves the right at any time to alter the listing eligibility requirements for this feature. Items that eBay determines would not benefit from this feature or could create problems or liabilities may be excluded from eligibility for this feature.

    Door-to-Door Delivery Commitment

If you choose to use this feature by making a door-to-door delivery commitment for the item(s) you list on eBay, you are committing to use rate tables to provide delivery speed commitments. Sellers who make this commitment must use one of the following the shipping providers: United States Postal Service, UPS, FedEx, DHL (Express and eCommerce) or OnTrac. You are responsible for the end-to-end shipping and handling of the item and will be financially responsible for any late delivery as described below. You must also upload carrier tracking information to eBay.

To enable a listing, simply associate a rate table with your listing that provides a delivery speed commitment for at least one region. If you use the eBay labels platform to ship your orders, your carrier tracking information is automatically uploaded to eBay.

    Handling Time Commitment

If you choose to use this feature by making a handling time commitment for the item(s) you list on eBay, you are committing to a zero or 1-day handling time and to uploading carrier tracking information to eBay within the handling time period. You will be financially responsible for any late delivery if you fail to meet your handing time commitment and if you do not upload tracking information. If you use the eBay labels platform to ship your orders, your carrier tracking information is automatically uploaded to eBay.

To enable a listing, simply choose a zero or 1-day handling time for the listing. If you do not wish for a listing to be enabled for this feature, you may choose a longer handling time and your listing will not be eligible for a guaranteed delivery date.

    Late Delivery & Financial Responsibility

If an order with a guaranteed delivery date arrives late, the transaction will be flagged as "Arrived Late", your buyer will have the following options and your financial responsibility is as follows:

Buyer options for late delivery: Seller responsibility if door-to-door commitment or handing time not met or eBay shipping label not used in case of handling time commitment: Seller responsibility if handling time commitment met:
Return the item Refund for item price and any outbound and return shipping costs Refund for item price. eBay to cover outbound and return shipping costs
Keep the item if shipping fee paid Refund the shipping cost None - eBay to refund shipping cost
Keep the item if free shipping None - eBay to issue a voucher towards next purchase None - eBay to issue a voucher towards next purchase

Buyers can submit a buyer "make it right" claim online beginning on the day following the missed guaranteed delivery date and for thirty (30) days from such missed date.

You are financially responsible for any costs resulting from your failure to comply with your obligations under these Terms. You may be excused from your financial responsibility where the failure was due to circumstances such as severe weather, natural disaster, national emergency, labor strike, or governmental act. Any amount owed to your buyer will be added to your seller invoice or charged against your automatic payment method.

    Returns

By choosing to use this feature, you are agreeing to accept the return of any order arriving after the guaranteed delivery date regardless of the cause of the delay or the party responsible. Restocking fees are not permitted for items returned due to a late delivery. Your buyer will be provided with a return label through the eBay labels platform. Where eBay is not able to provide a return label to the buyer, you may provide a return label and if eBay is financially responsible for return shipping costs, eBay will reimburse you for such amount.

    eBay Money Back Guarantee

eBay Money Back Guarantee will cover items purchased with a guaranteed delivery date. A buyer may report that they didn't receive an item the day after the guaranteed delivery date. If you did not use an eBay shipping label platform or upload carrier tracking information for the transaction, you have 24 hours from the time your buyer reports a problem to do so. eBay will step in to help, reimburse the buyer and charge you for such reimbursement, if you do not upload tracking information within 24 hours. If you upload carrier tracking information or if you used an eBay labels platform, eBay will follow the normal eBay Money Back Guarantee process.

    Disagreements

In the event that you are notified that you will be held financially responsible for missing the guaranteed delivery date but you disagree, you may call eBay Customer Service to document your disagreement. eBay may require additional information to evaluate and resolve the issue. Failure to provide requested information in a timely manner will result in eBay closing your request. Regardless of your disagreement, your buyer will receive the requested "make it right" immediately and if eBay determines that you have financial responsibility, such amounts will be added to your seller invoice or charged against your automatic payment method.

    Feedback

If your buyer files a "make it right" claim for a transaction subject to a guarantee and eBay determines that you met your commitment, eBay will remove any negative or neutral feedback associated with that transaction.

    Updates and Discontinuation

eBay has the right to alter, amend, replace, suspend temporarily, and/or discontinue permanently, this feature and/or any feature functionality at any time without notice to you. These Terms may be amended from time to time and will remain in effect so long as you continue to use this feature.

    General

These Terms apply to you in addition to the eBay.com User Agreement, which is incorporated in these terms by reference. Where there is any conflict or inconsistency between these Terms, the User Agreement, any other agreement or policy between you and eBay, these Terms will control as to all matters that are explicitly addressed in these Terms. For all matters not explicitly discussed in these Terms, the User Agreement, other agreement or policy will control.
