Fee changes and new Shop subscriptions

If you are selling in the USA, from 1 May 2018, the yearly fee for a Basic Shop subscription will change from $19.95/month to $21.95/month. The monthly fee for a Basic Shop subscription will change from $24.95/month to $27.95/month.
Starting 1 May 2018, insertion fees will increase for sellers without an eBay Shop subscription and Basic Shop subscribers who exceed their zero insertion fee allocation.
- For sellers without an eBay Shop subscription:When you exceed your 50 zero insertion fee allocation, the insertion fee will change from $0.30 to $0.35.
- For sellers with a Starter Shop subscription: When you exceed your 100 zero insertion fee allocation, the insertion fee per listing will be $0.30.
- For sellers with a Basic Shop subscription: When you exceed your 250 zero insertion fee allocation in fixed price listings, the fixed price insertion fee will change from $0.20 to $0.25 for each listing above your allocation.
From 1 May 2018, you can subscribe to the new Starter Shop or Enterprise Shop.

In Germany, there will be changes to the way selling fees are calculated:
- The final value fees will still exist as the same percentage of the sale, plus 5 cents per sold item will be added.
- The selling fees will be capped. In most categories this will be 99 Euro.
- If you list in two categories, the higher final value fee of the two categories will be charged. This change is valid for sellers with and without eBay Shop subscriptions.
- The final value fees for sellers with a Below Standard seller level will be 4 percentage points higher than for sellers with Above Standard and eBay Top-rated seller levels.

Selling costs will be changed in the United Kingdom.
- The final value fees for sellers with a Below Standard seller level will be 4 percentage points higher than for sellers with Above Standard and eBay Top-rated seller levels.
- The monthly subscription charge for Anchor Store subscribers will increase to £399 (was £269). Anchor Shop subscribers are invited to join free eBay’s Concierge Service.

UK VAT Policy
Who need to apply VAT?
According to HM Revenue & Customs (HMCR), seller MUST register, declare and pay Value Added Tax (VAT)
- Item location is in UK and selling to UK buyers
- Item location is in Any EU country and selling to UK buyers depends on threshold (EU Distance Selling Rules governs)
EU Distance Selling Rules governs
- Exceed 70,000 GBP in a calendar year, is obliged to register, file and return UK VAT
- BELOW 70,000 GBP is opt to register, file and return UK VAT. In this situation, seller should already have registered VAT in the country where item locates
VAT Detail Requirement
- Register a Value Added Tax number (VAT number)
- Display VAT number on listings’ business information
- Ensure VAT registered company / personal info same as company / personal account information in eBay
- Tax filing in a timely matter
If VAT is not displayed under listing’s business information, or it is an invalid VAT, related listings will be removed and possible account restriction.
UK VAT VIOLATION CONSEQUENCE
If HMRC identifies a seller that does not comply with VAT policy, HMRC will issue notice to eBay and potential incompliant seller:
VAT JOINT SEVERED LIABLITY (JSL) NOTICE
- Account(s) will be restricted and active UK site listings will be removed
- Shipping to UK will also be blocked for any other account(s) related to account in violation.

Streamlined returns policies on eBay.com
From 1 May 2018, return policy options will be streamlined. Top Rated sellers will be required to offer 30-day free returns to be eligible to receive the Top Rated Plus discount and badge. Some category exceptions apply.
The 5 return policy options will be:
- No returns accepted
- 30-day buyer-paid returns
- 30-day free returns
- 60-day buyer-paid returns
- 60-day free returns

Listing against eBay catalogue in Germany and UK
eBay is transitioning to a product-based shopping experience which groups similar listings together. From May, this transition to the new shopping experience will require sellers to associate their listings with products in the eBay catalogue for selected product lines.
