PayPal charges Premier and Business accounts fees to receive payments. Personal accounts are free, but cannot receive credit card payments from other PayPal accounts.

Note: To sell on eBay, you are required to accept all forms of payment, including credit cards. If you have a Personal account you must be willing to upgrade from a Personal PayPal Account to a Premier or Business Account upon receipt of a credit-card-funded payment.

The fees are charged to your PayPal account and not your eBay account.
