A person suspended from eBay loses all membership privileges. A suspended individual is not permitted to participate on eBay by using any existing account, or to register new accounts on eBay. A suspension from eBay may be for a specific, fixed length of time, indefinite, or permanent. Suspensions remain in effect until removed by eBay.
Sellers are also required to resolve all performance issues on accounts that are not in good standing before buying or selling with other accounts. Accounts that have been restricted or sellers who have a lowered search standing are not considered to be in good standing. Sellers who are not in good standing are not allowed to register new accounts or use an existing eBay account to avoid buying and selling restrictions or other policy consequences.

Limits on account privileges
Permanent Account suspension
Forfeit of eBay fees on cancelled listings
Loss of PowerSeller status
Members who suspect that someone buying or selling on eBay is associated with a suspended account are encouraged to report it by providing the suspended member's user ID, as well as the user ID that is currently being used.
Joe had an eBay account. Joe violated eBay policies and as a result his account was suspended indefinitely. Joe then registered a new account with eBay. Registering that new account violates this policy.
Jane had two eBay accounts. While using one of her accounts, Jane violated eBay policies. As a result, one account was suspended. Jane then switched all her activity on eBay to her second account. Using that second account during her suspension violates this policy.
Why does eBay have this policy?
The Previously Suspended User policy helps protect eBay buyers and sellers from others who don't behave as responsible members. When eBay suspends a user, eBay is suspending the individual, not just a specific account.
