Frequently Asked Questions -- Fee Changes for eBay.com and eBay Motors 

 

1) When will the new fees become effective?
All new fees will become effective as of 00:00:01 (one second after midnight Pacific Time) on February 18, 2005. Listings that begin after midnight on February 18, 2005, will be charged the new fees, regardless of when they were created (for example, through a listing tool such as Turbo Lister or through the Sell Your Item form using the scheduled listings feature).

2) Why is eBay changing fees?
eBay carefully evaluates the pricing structure and, from time to time, determines that some prices should be increased and others should be reduced. We believe that these changes are the right thing to do to ensure the continued success of eBay and the vibrancy of the eBay marketplace. These changes will allow us to provide our members with an even more valuable marketplace and help them become more successful in the future.

3) If I list an item before midnight on February 18, 2005, will I be charged the new fees?
If the listing is confirmed before 00:00:01 (one second after midnight Pacific Time) on February 18, 2005, the old fees will apply.  Please note that it may take a few minutes to confirm an item listing, so an item may be submitted before midnight, but not confirmed until after 00:00:01 on February 18, 2005. This would result in the item listing being charged the new fees. For details on how fees for Store Inventory Good ‘Til Cancelled listings will be charged, please view FAQ #12.

4) What is a Transaction Services Fee on eBay Motors?
eBay charges a Transaction Services Fee, instead of a Final Value Fee, for all vehicles listed on eBay Motors. This flat fee is charged to the seller when reserve is met or when the first bid is placed on a no reserve auction.

5) Can members expect additional fee increases later this year?
Like every business, we continually evaluate the cost of business across all sites and may occasionally change fees if the business necessitates it. Naturally, as we introduce or upgrade more optional features to the sites, there may be charges associated with the use of these features. If we change fees, we will notify members as prescribed in the User Agreement.

6) If I create a listing with an upgrade that is part of the fee change (e.g. 10-Day Listing) before February 18, but schedule it to start after February 18, which fee will I be charged?
If your listing starts after midnight on February 18, 2005, you will be charged the new listing upgrade fees. For example, any 10-Day listings created and started before February 18, 2005 will be charged the $0.20 10-Day duration fee. If a listing is created prior to February 18th and scheduled to start after February 18th, then the new $0.40 fee will be charged for the 10-Day duration upgrade.

7) Why are the insertion fees for some Business & Industrial categories different than the rest of the site?
As the Business & Industrial category has grown and evolved, we've found that business capital equipment buyers and sellers have business needs that differ from other categories on the site (similar to eBay Motors).

After significant Community input and careful study, we're taking several specific steps, including fee changes, to support a vibrant eBay marketplace for business capital equipment. Later this spring, a Buyer Protection plan of up to $20,000 will be introduced to further increase buyer confidence when purchasing capital equipment on eBay.

For the select high item price Business & Industrial capital equipment categories outlined in FAQ #8, eBay is:

  • lowering the reserve fee to $5, the same as for eBay Motors and refundable if item sells successfully; 
  • lowering the Final Value Fee to 1% of the final price, with a maximum charge of $250.00;
  • increasing insertion fees to $20 regardless of start price.

8) Which Business & Industrial Categories will be affected by the category specific fee changes?
The fee changes will apply to the following Business & Industrial capital equipment categories:

  • Agriculture & Forestry > Tractors & Farm Machinery (category # 91952)
  • Construction > Heavy Equipment, Trailers (25249)
  • Food Service & Retail > Concession Trailers & Carts (67145)
  • Healthcare, Lab & Life Science > Imaging & Aesthetics Equipment (92035)
  • Industrial Supply, MRO > Fork Lifts & Other Lifts (97185)
  • Manufacturing & Metalworking > Manufacturing Equipment (92080)
  • Manufacturing & Metalworking > Metalworking Equipment (92082)
  • Office, Printing & Shipping > Commercial Printing Presses (26247)

9) What do you mean when you say you're increasing the Gallery size by 56%?
After February 18, 2005, standard Gallery images on search and listings pages will display images at 80 pixels by 80 pixels, which will be an increase from 64x64. This means that the surface area of your picture is increasing by 56%. If you submit a picture that is not square, the longest dimension will be 80 pixels and the other dimension will be scaled appropriately.

10) Will the increase in the size of Gallery mean that fewer items will be shown on search results and listings pages, and that I have to click through more pages to see the same amount of items?
No. The Gallery image next to each listing title on search results and listings pages will be larger, so the entire page itself will be slightly longer to accommodate this increase. The amount of listings we show by default on each page will remain the same as today.

11) Will the size of Gallery Featured images be changing?
No. Only the size of the standard Gallery image will be changing.

12) How do the new Store Inventory Final Value Fees affect Good 'Til Cancelled listings?
Store Inventory Listings are only available for Store sellers, and come in extended durations (30, 60, 90, and 120 day and Good 'Til Cancelled).  Good 'Til Cancelled listings that were confirmed before 00:00:01 (one second after midnight) on February 18, 2005 and that renew after 00:00:01 on February 18th, 2005 will be charged the new Final Value Fees for all purchases made after the renewal. If a purchase is made before the Good 'Til Cancelled listing is renewed, the old Final Value Fees will apply.

Store Inventory format listings in other durations listed on or after February 18th, that close successfully on or after February 18th, will be charged the new Final Value Fees.

All Store Inventory format listings that are listed before February 18th, 2005 and that close successfully will be charged the old (or current) Final Value Fee, regardless of when the item ends. For example, if a multi-item Store Inventory listing is created and confirmed on February 1st, and has a sale on February 28th, the old Final Value Fee will apply for that sale and for all successfully closed sales until the listing ends. For Good 'Til Cancelled listings, the new Final Value Fee will apply once the listing automatically renews on or after February 18th.

13) How do the new Store Inventory Final Value Fees effect the Store Referral Credit?
The change in Final Value Fees will not change how a Store Inventory format listing sale qualifies for the Store Referral Credit.

After February 18, the Store Referral Credit will increase from 50% to 75%. That means for sales that qualify on listings posted before February 18, sellers will receive a Store referral credit equal to 50% off the Store Inventory format listing Final Value Fee. For sales that qualify on listings posted after February 18, sellers will receive a Store referral credit equal to 75% off of the Store Inventory format listing Final Value fee. 14) How will the change to the Stores Basic Subscription fee affect my invoice?
On February 18th the Basic subscription for Stores will increase from $9.95 to $15.95.

On February invoices, you will be invoiced for $9.95 for the current Basic subscription plus a pro-rated fee increase to cover the period of February 18 to February 28, during which the increased monthly subscription applies. For example, those Basic Store sellers who receive their invoices on February 1st will see a charge of $12.31, reflecting the 17 days of the current pricing ($9.95) and 11 days of the new pricing ($15.95).

Basic Store owners billed on the 16th will receive an invoice that reflects 2 days of current pricing ($9.95) and 26 days of new pricing ($15.95) for a total of $15.52. Of course, any Store owners who elect to discontinue their subscription before the end of February will receive a pro-rated credit, as is our standard practice.

15) Why was the Pocket Bikes category moved to eBay Motors?
There are two reasons for this change. First, several states have focused regulatory attention on Pocket Bikes as motorized vehicles. We believe it is appropriate to create a single marketplace (eBay Motors) for all such vehicles. In addition, research has indicated that both buyers and sellers expect to find Pocket Bikes in eBay Motors with other motorized vehicles. This change will result in better experiences for both buyers and sellers as items will be visible in searches conducted on both the eBay.com and the eBayMotors.com sites.

16) Are Final Value Fees being increased for all listings?
No. Final Value Fees are only being changed for Store Inventory format listings and for certain Business & Industrial capital equipment categories. Final Value Fees for other formats, including Auction and Fixed Price Listings, are the same. The details of the increase can be found in the announcement.
