When will the new fees become effective?
With two exceptions (explained below), all new fees will become effective as of 00:01 (one minute after midnight Pacific Time) on February 2, 2004. Listings that begin on or after midnight on February 2, 2004, will be charged the new fees, regardless of when they were created (e.g. through a listing tool or through the Sell Your Item form using the listing scheduler feature).
There are two exceptions to this effective date: the Listing Designer Fee within the Turbo Lister tool, which will not increase until April 12, 2004, as well as the Home Page Featured Fee decrease that will take effect as of the completion of the current promotion on January 31, 2004.

How will the new Non-Paying Bidder Re-list Credit work?
As of February 2, 2004, qualifying NPB items that are re-listed and close successfully will receive a standard re-list credit automatically if a) the item qualifies under the Non-Paying Bidder Re-list Credit rules, b) you have re-listed the item and it sells, and c) you have completed filing for the NPB Final Value Fee credit. Please check the Announcement Board in January 2004 for more information on Non-Paying Bidder Re-list Credits.

What items qualify for the new Non-Paying Bidder Re-list Credit?
The new NPB Re-list credit will be available to single quantity auction or fixed price listings on eBay.com and eBay Motors. Items that are excluded include multi-item fixed price listings, Dutch auctions, real estate ad format listings, and store inventory listings.

When the new Non-Paying Bidder Re-list Credit is implemented, will I lose the ability to file for my Final Value Fees on items where the buyer does not pay?
No. The standard NPB rules, which allow sellers to file for a credit of their Final Value Fees on items where the winning buyer does not pay, still apply. (Please read Help for more information about eBay?s Non-Paying Bidder/Buyer Policy.)
As of February 2, 2004, in addition to the Final Value Fee credit available under our current NPB program, qualifying NPB items will also be eligible for Insertion Fee re-listed credits if the items are re-listed and close successfully.

When will I be able to make a Second Chance Offer to bidders on Reserve Price auctions when the Reserve Price is not met?

Why is eBay changing fees?
eBay carefully evaluates the pricing structure and, from time to time, determines that some prices should be increased and others should be reduced. We believe that these changes are the right thing to do to ensure the continued success of eBay and the vibrancy of the eBay marketplace. These changes will allow us to provide our members with an even more valuable marketplace and help them become more successful in the future.

Why is eBay raising some fees and lowering others?
We believe that careful management of prices ensures the long-term health of the marketplace. At this time, we have raised some prices, left certain other prices as-is, and decreased other prices. We have also expanded some pricing levels to reflect the growth of the marketplace. This is part of the ongoing process of managing the marketplace's growth and development.

Are Final Value Fees changing?
No. Final Value Fees, which are the percentages that eBay charges if an item sells, are not changing at this time.

Does the Store Inventory Insertion Fee decrease apply to Store Motors items?
Yes, the decrease in Store Inventory Insertion Fees will apply to any item on eBay.com and eBay Motors that can be listed in a Store Inventory format.

Will my GTC (good 'til cancelled) Store Inventory Items be charged the decreased surcharge after February 2, 2004 automatically?
Yes. After February 2, 2004, any Store Inventory Items with the GTC duration will be billed the new fee starting the next 30 day cycle.
If I submit listings via a selling tool, such as Turbo Lister, before February 2, 2004, but don't confirm the listings until after February 2, 2004, which price will I be charged?
All items that begin on or after midnight on February 2, 2004 will be charged according to the new pricing structure. In this example, listings confirmed after February 2, 2004 will be charged the new fees, regardless of when they were submitted.

If I list an item before midnight on February 2, 2004, will I be charged the new prices?
If the listing is confirmed before 00:01 (one minute after midnight Pacific Time) on February 2, 2004, the old fee will apply. Please note that it may take a few minutes to confirm an item listing, so an item may be submitted before midnight, but not confirmed until after 00:01 February 2, 2004. This would result in the item listing being charged the new fee.

When is the Listing Designer Fee within Turbo Lister increasing?
In Turbo Lister (Step 2-Design Your Listing), there is a menu on the left showing "Theme" and "Layout". Currently, choosing one of these themes (such as " Americana" ) or layouts (such as "Photos-Bottom") is free in Turbo Lister. As of April 12, 2004 any option other than "Themes-None" and "Layout-Standard" will be charged $0.10 per listing. This is similar to the Listing Designer fee already in the Sell Your Item form. If you are a Selling Manager Pro subscriber, you can still use the Theme and Layout features (aka Listing Designer) in Turbo Lister for free.
The theme and layout together make up the Listing Designer feature. If you select "Theme-None" , but select "Layout-Photos Bottom" , you will be charged $0.10 for that listing. Likewise, if you select "Theme-Americana" , but select "Layout-Standard" , you will be charged $0.10 for that listing. If you choose both "Theme-Americana" and " Layout-Photos Bottom" , there will only be one charge of $0.10 for that particular listing.

Will there be any fee change for Listing Designer within the Sell Your Item form?
No. Listing Designer within the Sell Your Item form will remain unchanged at 0.10 per listing.

If I am a Selling Manager Pro subscriber, will I continue to be able use Listing Designer free in Turbo Lister?
Yes. Selling Manager Pro subscribers may continue to use Listing Designer For free regardless of which listing tool they use (e.g. Sell Your Item or Turbo Lister). (To learn more about this sales management tool, click Selling Manager Pro.)

Will I be charged for using Listing Designer in my Stores GTC listings?
For Stores sellers with GTC items, active items listed by Turbo Lister using Listing Designer as of 4/12 will be grandfathered and will not be charged the new fee. Any newly created or revised GTC items with Listing Designer after 4/12 will be charged the new fee.

What is a Transaction Services Fee?
eBay does not charge a Final Value Fee at the close of Passenger Vehicle, Other Vehicles or Motorcycles listings. Instead, eBay charges a Transaction Services Fee at the time of the first bid on the listing (or if there is a reserve price, at the time of the first bid over that reserve). A Transaction Services Fee is charged whether or not the buyer and seller complete the sale. This charge is in addition to an insertion fee at the time of listing.

Can members expect additional fee increases later this year?
Like every business, we continually evaluate the cost of business across all sites and may occasionally change fees if the business necessitates it. Naturally, as we introduce or upgrade more optional features to the sites, there may be charges associated with the use of these features. If we change fees, we will notify members as prescribed in the User Agreement.
