When will the new fees become effective? |
All new fees will become effective on February 20, 2008. Listings that begin on and after midnight on February 20, 2008, (e.g. at 00:00:01a.m. PST) will be charged the new fees, regardless of when they were created (e.g. through a listing tool or through the Sell Your Item form using the listing scheduler feature). |

All listings that start and are confirmed on and after midnight on February 20, 2008 will be charged according to the new pricing structure. In this example, listings confirmed after February 20, 2008 will be charged the new fees, regardless of when they were submitted. |

If I list an item before midnight on February 20, 2008, will I be charged the new prices? |
If the listing is confirmed before February 20, 2008 the old fee will apply. Please note that it may take a few minutes to confirm an item listing, so an item may be submitted before midnight, but not confirmed until after 00:01 February 20, 2008. This would result in the item listing being charged the new fee. When revising live items, those created before the effective date of the change get the old prices for any fee-based features that are added.

If I list an item before midnight on February 20, 2008, but the item sells after February 20, 2008, will I be charged the new Final Value Fee? |
If the listing is confirmed before 00:00 PST (midnight) on February 20, 2008, the old Final Value Fee will apply if the item sells. Listings that begin on and after midnight on February 20, 2008, will be charged the new Final Value Fee if an item sells. This also applies to Good 'Til Cancelled listings - if the Good 'Til Cancelled listing renews before midnight on February 20, 2008, then the old Final Value Fee will apply for any purchases made until the next renewal date. Once a Good 'Til Cancelled listing renews on February 20, 2008 and has been charged the new Insertion Fee, the listing will then be charged the new Final Value Fee for all purchases made after the renewal. |

How do the new Store Inventory Insertion Fees affect Good 'Til Cancelled listings? |
Good 'Til Cancelled listings that are listed before midnight PST February 20, 2008 will be charged the old (or current) Insertion Fee. The new Insertion Fees will apply once the Good 'Til Cancelled listing renews after midnight PST on February 20, 2008. |

Insertion Fee and Final Value Fee Changes
Live Auction, Professional Services, Classified Ads, Motors Vehicle Real Estate, and Business and Industrial Capital Equipment* and Motors Vehicle categories are excluded from the Insertion Fee and Final Value Fee changes described above.
*Business & Industrial Capital Equipment categories are: Tractors & farm machinery (91952), heavy equipment (25249), concession trailers, carts (67145), imaging and aesthetics equipment (92035), forklifts and other lifts (97185), manufacturing equipment (92080), metalworking equipment (92082) and commercial printing presses (26247).
Gallery and Related Picture Feature Fee Changes
Motors Vehicle categories are excluded from the Gallery and related Picture feature fee changes described above.
Reserve Fee Changes
Motors Vehicle and Business and Industrial Capital Equipment* categories are excluded from the Reserve fee changes described above.

Which picture will be used as my Gallery picture? |
The first free picture uploaded to a listing--either by eBay hosting or by a user-provided URL ("self-hosted)--will be used to create the Gallery picture. If there is no user-supplied picture, but the item is in an eBay Pre-Filled Item Specifics catalog and has a stock photo, then that stock photo will be used to create the Gallery picture
What has changed:
• Generation of the Gallery picture in search results is now automatic. Users no longer need to manually select the Gallery feature and there is no option to suppress it if a picture has been supplied.
• Users will not see the Gallery feature option within the Sell Your Item listing flow.
• If there is a Gallery picture there will always be a picture at the top left of the listing page. For those sellers who self-host pictures and previously provided only a Gallery-specific URL and embedded all listing page pictures into the item description on the listing page, the Gallery-specific URL will now become the free first listing picture as well if those items are relisted or used for Sell Similar listings.
• If no picture is supplied and there is no stock photo, the top left will just be blank.
• The Gallery picture can only be changed if there are no bids and if more than 12 hours remain for the listing.

Will I still receive a refund for the Reserve fee if my item sells? |
Effective midnight PST February 20, 2008, Reserve fees will no longer be refundable if the item sells. |

What is changing with the Starting Price for: Fixed Price, Store Inventory and Buy It Now? |
Effective February 20, 2008, Store Inventory and Fixed Price listings must have a starting price of at least $1.00. The Buy It Now feature, which can be added to Auction-style listings, must also have a minimum Buy It Now price of at least $1.00. Sellers will have 60 days (from February 20, 2008) to edit their Store Inventory Good ‘Til Cancelled listings that have a Buy It Now price of less than $1.00. |
