Printer preferences that you currently have set-up in your PayPal account will not automatically "carry over" to the new shipping platform. Once you've set your printer preferences in the new flow, they will remain saved going forward, and you will not need to enter them again.

ShipCover is provided through eBay Insurance Services (eBay Insurance Brokerage Services in New York) and Parcel Insurance Plan (PIP) and is underwritten by InterState Fire and Casualty Company, a subsidiary of Fireman's Fund Insurance Company.
There are several benefits of using the ShipCover insurance over USPS insurance, including cheaper prices, claim process built into the flow, protection for most of the international countries, etc. Please note ShipCover insurance is available only for labels printed for eBay transactions and the maximum limit of coverage at this point in time is $1,000.

Multi-User shipping is still possible with the new shipping platform. The Primary account holder is required to setup Billing Agreement one time only.
To accept the Billing Agreement the primary account holder needs to click on "Print Shipping Label" from PayPal to access the new eBay shipping flow, select the "Sign up for the Billing Agreement to skip login in the future and automatically use your PayPal balance to pay for shipping labels." checkbox, and proceed with the postage purchase.
Once that is done any sub-users of that account will be able to print labels without having to go through the payment flow.
The agreement is specific to eBay Shipping. No other merchants will have permissions to capture money from their funds.
The USPS Savings Program offers up to 32.5% savings on the shipping charges (compared to retail price) only for the eligible eBay sellers. Check whether you are qualified for enrollment and eligible to receive Commercial Plus Pricing.
Please note that the enrollment process requires you to sign into your eBay account. Also if you have more than one eBay account, only the account(s) which meets the criteria will receive the benefits of this savings program.

No. There is no limit for packing slips.
Yes. Secondary users can log into the new shipping tool. They can print shipping labels as long as the primary account holder has finished setting up a Billing Agreement for label payments.
UPS labels are not supported in the new shipping tool. Users will continue to have the option to print UPS shipping labels from the old platform. For those who choose UPS, the link to print UPS shipping labels is available on the new shipping tool itself upon landing.
No. ShipCover insurance is available only for eBay shipments.
As part of the current migration we support label printing only for eBay transactions. But you'll never have to log-in to eBay for printing labels.
All your primary and backup funding sources are available for purchasing the label. But changing the funding sources is not an option. PayPal balance will be used as the primary funding source by default. If the PayPal balance is zero, then one of the backup funding sources like bank accounts, PayPal credit, debit card, credit card, eCheck will be used as back up funding sources (in the same order as mentioned here).
Yes. Sending a custom email message to buyer is possible with the new shipping tool.
