eBay is managing payments

Managed payments supports an enhanced buying and selling experience on eBay, providing sellers one place to sell and get paid, and buyers more ways to pay.

What is managed payments?

Managing payments enhances the buying and selling experience on eBay providing sellers with one place to sell and get paid and buyers more ways to pay. We’ve managed billions in payments for thousands of sellers since 2018. Sellers who have been identified as using eBay features and tools that are compatible with managed payments will continue to be notified to join in phases.

Please make sure you are signed up for emails from eBay. eBay now manages payments for most business sellers in the US, and all sellers will eventually be required to register for managed payments in order to sell on the marketplace.

eBay will work closely with sellers to ensure that the managed payments experience reflects their needs as we continue to enable accounts for managed payments.

Stay up-to-date here at the Seller Center, by searching eBay Help pages, or by asking questions through the Community.

  • What does it mean when eBay manages payments?

When eBay manages payments, you can sell and get paid in one place, on eBay, and buyers have more ways to pay.

You can schedule payouts at a frequency you choose (daily, as funds are available, or weekly). Regardless of how the buyer pays, payouts are consistently initiated Monday through Friday, within 2 business days of order confirmation.

Instead of managing relationships with both eBay and PayPal, you can access everything you need on eBay: consolidated fees, customized reports, refunds and returns, labels, simplified protections and tax documentation (Form 1099Ks).

  • Is there anything I need to do right now?

If you receive a notification, you will need to register by the communicated deadline. This will ensure your business does not experience any disruptions after the deadline has passed.

  • What information has to match between my eBay registration and bank account registration?

The bank account owner and the person or business identified in your seller profile must match. Make sure that the owner of the bank account matches the name of the seller provided during the registration process. • Why did I not receive an email about managed payments?

If you haven’t received a notification yet, you don’t need to take any action at this time. We are notifying sellers whose current use of features and tools is compatible with managed payments. eBay will manage payments for most of its marketplace sellers by 2021, and all sellers will eventually be required to have eBay manage their payments in order to sell on the marketplace.

  • Do I have to sign up with a new payment processor?

No. When eBay manages your payments, the only relationship is with eBay, not with any third-party payment processors. This applies to both buyers and sellers. You just need to add a bank account to receive your payouts, and buyers would pay like they would on any other e-commerce marketplace.

  • Will there be any restrictions on product categories?

eBay sellers that frequently list in restricted categories will not be required to register for managed payments until these categories are compatible. We will continue to support sellers through the expansion of managed payments and are working to expand the types of items allowed by sellers in managed payments through 2021. View the managed payments restricted items policy.

  • What does it mean for my seller fees when eBay manages my payments?

Information about fees charged to managed payments sellers may be found here. eBay charges one updated final value fee when your item sells. The final value fee consists of a category-based percentage of the total amount of the sale, plus a fixed fee per order, with no PayPal processing fees.

    • Your final value fee will be automatically deducted from your sales proceeds, and the rest paid out to your bank account. In general, the variable portion of the final value fee is returned to you in the event of a refund or cancellation, and we retain only the per order fee.
    • You will receive a simpler invoice, and with all of your fees in one place reconciliation will be easier. Most sellers can expect to see overall savings.* Learn more on our fees page here, and watch our short video here.

International Selling FAQs

Expand all Collapse all
  • How does international selling work?

If you offer to ship internationally, your listings will appear in buyer searches on supported international eBay sites. You may also limit the countries you ship to by selecting specific regions in your listing settings. You may create listings on select eBay sites outside of the United States, such as Germany (www.ebay.de) and the United Kingdom (www.ebay.co.uk). Your earnings from these sales will be disbursed to you in USD.

We will continue to expand international selling to more countries in the coming months. If you directly list on eBay sites outside of the United States, you will receive a tax invoice each month related to international selling costs. Unlike your monthly invoice for fees, the tax invoice is not a bill, and is for your records only. Please note, additional fees will apply if either the buyer's registered address or the delivery address for the item is located outside of the United States. For more details on international selling on eBay, click here.

  • Can buyers from outside of the United States purchase from me after I am activated for managed payments?

Most non-US buyers can shop and pay on the ebay.com site as they do today. If they are buying from participating US-based managed payments sellers, in most cases, the non-US buyer can pay using their locally supported forms of payment.

Please contact your individual third-party provider regarding questions specific to their service offerings.

  • Will I need to modify my eBay API integrations to accept these payments?

If you are directly integrated with eBay APIs or MIP, you may need to make updates to get new payments data and functionality. You will need to integrate the Finance API to get payout details. Learn more about the managed payments API in our developers program portal.

  • Can I use PayPal Working Capital (PPWC)?

We want to ensure your transition to managed payments is as smooth as possible. If you have existing business loans, including PayPal Working Capital, you can still register for managed payments with eBay.

Once your account is enabled for eBay managed payments, you may need to take additional steps to repay your PayPal Working Capital loan. When eBay manages payments, your sales activity is no longer visible to PayPal. If you’re a PayPal Working Capital customer, that means that even when PayPal is included as a checkout option, PayPal will no longer be able to see your sales or be able to deduct automatic loan repayments from your eBay sales.

PayPal has a number of free and easy solutions to help you manage your PayPal Working Capital loan repayment and can also provide information about other financing options. To ensure your obligations are fulfilled, please visit PayPal Working Capital to understand the actions you need to take.

  • What are my options for working capital?

Seller Protection & Buyer Requests FAQs

Expand all Collapse all
  • Will I have seller protection?

Yes, as long as your account is in good standing with eBay, you are eligible for seller protection. Seller protection from eBay is designed to help you safeguard your online sales and prevent you from losing money due to chargebacks and eBay Money Back Guarantee claims. Learn more about the eBay Seller Protection Policy.

  • How will claims, refunds, and returns work?

As a managed payments seller, you only need to work with eBay for support and service on claims, refunds, and returns. You’ll have the ability to make comprehensive seller-initiated refunds for full or partial amounts, by item or on the full order, on eBay or via a third-party platform.

eBay will offer buyers the option to submit claims through the eBay Resolution Center for most situations. Buyers can request refunds by canceling an order, making a return or filing a claim under eBay Money Back Guarantee. They may also choose to directly file disputes with the financial institution.

You will have access to all refund requests via eBay Resolution Center. By centralizing resolutions, you’ll have greater visibility into claims and disputes, and be able to manage them more effectively. For the majority of claims, returns, and refunds, eBay will continue to follow existing policies, and refunds will be returned to the original payment method the buyer used at time of purchase.

We will deduct fees, expenses, and charges, resulting from refunds, claims or disputes directly from your pending and available funds. If your pending and available funds are not sufficient to cover these amounts, we will charge your payment method on file (debit or credit card, and/or linked bank account) within 14 days. If you are a managed payments seller, you can find more information about claims, refunds, and returns after you log into the Help Hub.

  • What are payment disputes?

Buyers may ask their financial institution to open a payment dispute or chargeback request if they believe there is an issue with their order. eBay will provide access to these externally filed requests via eBay Resolution center. Learn how to handle payment disputes & qualify for seller protection here.

  • How are PayPal Buyer Protection disputes handled on eBay?

A payment dispute is created on eBay when a buyer initiates a PayPal Buyer Protection dispute or when a buyer initiates a chargeback or other type of dispute with their financial institution. Between eBay and PayPal, buyers cannot use more than one resolution method to get a refund. If a buyer files a payment dispute with PayPal, any eBay Money Back Guarantee (eMBG) claims, open order cancellations, or return requests for the same transaction are immediately closed. If it is with a financial institution, the final outcome of the payment dispute is decided by the financial institution. Sellers may qualify for protections if they follow the guidelines provided in the Handling payment disputes as a managed payments seller help page.
