eBay doesn't allow offers to buy or sell listed items outside of the eBay Web site. Offers like this circumvent eBay's fees and are a potential fraud risk for both buyers and sellers.
Tyler has listed an item on eBay. He really wants to sell the item to anyone who will buy it. Under what circumstances can Tyler sell the item to a buyer outside of eBay?
