Take more control over shipping to locations outside the continental US

Starting in September, you'll have two new options for how you handle shipping to "special domestic areas"—Alaska and Hawaii, US Protectorates, and APO/FPO addresses: 1) You can specify which of these locations you do not want to ship to and prevent these buyers from bidding on or buying your listings. 2) You can show buyers in the regions where you do want to ship your shipping services and rates for their specific location.

If you prefer not to ship to domestic locations outside the continental US—Alaska and Hawaii, US Protectorates, and APO/FPO addresses—starting in September you can simply add these locations to your exclusion list just the way you can now exclude specific countries from international regions. Apply the exclusions to specific listings or all your listings. Buyers in your excluded locations will not be able to bid on or buy your item.

If you do want to ship, show buyers accurate costs and delivery time
If you do want to ship to these locations but want to specify a special cost, you can reduce buyer questions and set the right expectations by having buyers see your rates and estimated delivery time for their specific location on the view item page.

With the "Use shipping rate tables" option in My eBay you can create a Domestic rate table to augment flat rate shipping options for these special locations. You can:
  • Specify which of the four service levels you offer: Economy, Standard, Expedited, One-day
  • Choose the way you want charge for shipping to these locations:
    • Flat rate per item
    • Flat rate plus an amount per pound
    • Flat rate plus a flat surcharge
  • Specify a cost for each of the service levels that you offer
  • Select "apply Domestic rate table rates" when you list or edit your item
Note the "Use shipping rate table" option only works if you use flat rate shipping.

Buyers will automatically see shipping information—specific to their location—right on the view item page.


TAKE ACTION
If you prefer not to ship to one or more of these destinations and you're using the Sell Your Item form, you can create an exclusion list and apply it right as you're listing. To exclude locations for all your listings, update your exclusion list in My eBay:
  • Click on the Account tab and select "Site Preferences
  • Locate Shipping Preferences and click on the "Show" link to the right
  • Find "Exclude shipping locations from your listings" and click "Edit" to the right
  • Check the areas to which you do not ship
  • Scroll down and click "Apply"
If you do want to ship to one or more of these areas for all or some of your listings, but want to specify a special cost:
  • Go to My eBay, click on the Account tab and select "Site Preferences"
  • Locate Shipping Preferences and click on the "Show" link to the right
  • Find "Use shipping rate tables" and click "Edit" to the right to specify your shipping services and rates to these areas.
  • Select "apply my Domestic rate table rates" when you list or edit your item.

What's changing about shipping to domestic locations outside the continental US?
Starting in September, you'll have two new choices:
  1. You can add Alaska and Hawaii, US Protectorates, or APO/FPO to a list of locations to which you don't want to ship. Buyers in these locations will not be able to bid on or purchase your item.

  2. You can use the "Use shipping rate tables" option in my eBay to create a Domestic rate table to augment your flat rate domestic shipping options. What locations are included as U.S protectorates?
U.S. protectorates included are :
  • Puerto Rico
  • Guam
  • American Samoa
  • Mariana Islands
  • Marshall Islands

  • U.S. Virgin Islands
Why is eBay making this change?
These options are being added so you have more control over where you'll ship, to help reduce the number of questions you get from buyers, and to help set the right expectations about cost of shipping and shipping time right up front.
How do I create my shipping location exclusion list?
You can create a shipping exclusion list in the Sell Your Item form as you list or you can set it up from the Shipping Preferences tab in My eBay and apply it to all your listings:

Can I apply my exclusion list to existing listings?
Yes. When creating or editing your default ship-to location exclusion list, you can apply it to all open listings. Or, you can revise your listings one by one and set an exclusion list for each.
Can I make an exception for a particular buyer?
Yes. Use the Buyer Block Exemption List if you wish to sell a particular item to a buyer whose shipping location is on the item's ship-to location exclusion list.

You can do that by following these steps:
  • Click My eBay at the top of any eBay page
  • Click on the Account tab and select "Site Preferences
  • Locate Buyer requirements and click on the "Show" link to the right, then click "Edit"
  • At the very top of the page, click on "buyer requirements exemption list"
  • Click on "Add a buyer to my Buyer Block Exemption List" at the bottom of the page
  • Put the member's user ID in the box and click Submit
What if I do want to ship to Alaska, Hawaii, US Protectorates, or APO/FPO addresses, but I want to specify a special cost for them?
Use the "Use shipping rate table" option in your shipping preferences in My eBay to create a Domestic rate table to assign shipping rates to these locations. Buyers in these locations will automatically see the shipping cost you specify for their region or address. Using this option eliminates the need for you to include several rates for domestic shipping in the body of your listing.
  1. Click My eBay at the top of any eBay page
  2. Click on the Account tab and select "Site Preferences"
  3. Locate "Shipping Preferences" and click "Show" to the right
  4. Find the line "Use Shipping Rate Tables"
  5. Click "Edit" at the right to set up your rate table

How many service options can I offer?
You can set rates in for Economy, Standard, Expedited and One-day shipping. You can choose to set rates for all four or just for the service levels that work best for the items you're selling.
What are my choices for setting rates to special domestic areas?
You have three options for how you will augment your domestic flat rate service charges for shipping to these areas:
  1. Use a domestic flat rate shipping charge and add a surcharge for these areas
  2. Replace your regular domestic shipping charge with different "per shipment" rate for these areas
  3. Replace your regular shipping charge with a "weight-based" rate for these areas. The weight-based rate is a base shipping price plus a per pound charge. Item weights are required for this option.
Can you give me an example of how listing with a surcharge works?
Let's say you want to ship to Alaska and Hawaii, Economy, with a $5.00 surcharge.

First, go to the "Use shipping rate table" option in My eBay. Designate in your Domestic rate table you want to ship to Hawaii for a $5.00 surcharge.

When you list, designate your regular domestic flat rate shipping charge for Economy—say it's $4.99—and select "apply Domestic rate table rates."

When the listing is live, a buyer in the continental US will see a flat rate Economy shipping cost of $4.99. A buyer in Alaska or Hawaii will see shipping cost of $9.99.

Can you give me an example of how listing with a per-shipment rate works?
Say you offer Standard flat rate shipping service at $4.99 and want to offer buyers in Alaska and Hawaii a $10 Standard service and a $15 Expedited option.

First, go to the "Use shipping rate table" option in My eBay and designate in your Domestic rate table a $10 Standard and $15 Expedited shipping service to Alaska and Hawaii.

When you list, designate your regular flat rate shipping charge of $4.99 for Standard shipping and select "apply Domestic rate table rates."

When the listing is live, a buyer in continental US will see one shipping service offered—Standard—at a cost of $4.99. A buyer in Alaska or Hawaii will see two services offered—$10 Standard and $15 Expedited.

Can you give me an example of how listing with the weight-based rate table option works?
Say you're selling a 10-pound item and you offer buyers in the continental US two flat rate shipping options—Standard for $4.99 and Expedited for $7.99. You want to ship to APO/FPO and also offer a Standard and Expedited option based on weight—an additional $.50 for Standard and an additional $.75 for Expedited.

First, go to the "Use shipping rate table" in My eBay and designate for APO/FPO a Standard rate of $4.99 plus $.50 per pound and an Expedited rate of $7.99 plus $.75 per pound in your Domestic rate table.

When listing, designate your flat rate shipping charge of $4.99 for Standard and $7.99 for Expedited and select "apply Domestic rate table rates." Since your rate table has a weight-based charge, you'll be asked to enter the weight (in pounds) of the item.

When the listing is live, a buyer in the continental United States will see two flat rate options: Standard for $4.99 and Expedited for $7.99. A buyer at an APO/FPO address will also see two services offered—Standard for $9.99 ($4.99 plus $.50 per pound) and Expedited for $15.49 ($7.99 plus $.75 per pound).

What if my rates to the special domestic areas are not showing up?
If for any reason your rate table rates are not applied, your buyers will see your regular flat rate shipping services. Check to make sure:
  • You have set up a Domestic rate table in the My eBay Site Preferences
  • The shipping service in your listing to be sure it is flat rate
  • Check your listing to make sure you selected "Apply my Domestic rate table rates" when you were listing
Can I set up rate tables in My eBay for one or more of the special domestic areas and still exclude these areas for some of my listings?
Yes. You can set up an exclusion list for individual listings. An exclusion list will always take precedence over your rate tables. Buyers in these areas will not be able to bid on or buy your listings even if you've created rate tables.
Can I create rate tables and apply them to my existing listings?
You can create a rate table and apply it to your existing listings using eBay's bulk edit tools.
Can I use the rate table option in categories with maximum shipping charges? What if my rate to special domestic areas exceeds the maximum shipping charges in my category?
In these categories, listings are required to have at least one shipping option that is less than or equal to the maximum. The maximum requirement only applies to the first domestic service on a listing. Using the rate table to set a shipping charge above the shipping maximum for buyers in special domestic areas is allowed.
Do I have to make changes to my listings if I use the shipping rate table option?
The rates you set up using the rate table option are applied to your listings automatically. No additional changes are required. If you have detailed information regarding special shipping rates to special domestic locations in your item description, you may want remove it since your buyers will now see the specific rates that apply to them.
Are bulk tools available to help me edit my listing descriptions?
Yes, with the new bulk edit and relist functionality coming in September you'll be able to use "find and replace" to edit listing descriptions in bulk.
Does the rate table option work with the shipping calculator or freight?
No. The rate table is only applicable to listings that use flat rate shipping.
Does the shipping rate table option work with eBay listing tools?
Yes. The shipping rate table feature works with Sell Your Item, Selling Manager and Selling Manager Pro, and Turbo Lister.
Does the shipping rate table option work with third-party listing tools?
You must set up and maintain your rate tables from within My eBay. Once you have your rate tables set up, third-party listing providers will have the ability to apply your rate tables to your new and existing listings. Contact your third-party listing provider for more information on how to use their tools to apply your rate table to your listings.
Will the shipping rate table feature and the new domestic exclusion functionality be available to third parties?
Yes. The ability to use a rate table and/or a shipping location exclusion list will be available to third parties.
Can I use the shipping rate table feature for international shipments?
The international shipping rate table feature is currently in beta testing with a small number of sellers. We will let you know as soon as the feature is available for general use.
