Selling internationally is now just as easy as selling domestically. With the Global Shipping Program (GSP), your eligible listings are automatically available to millions of buyers in more than 100 countries. In fact, GSP sellers have seen their sales increase by up to 15%.*

The Program identifies eligible items automatically:

  • The item must be physically located in the US
  • The item must be listed for sale on eBay.com
  • The item must be listed in a category that is supported by the Program. See restricted categories for reference.
  • PayPal must be the only accepted payment method
  • The delivery address must be a residence or street address

The item, plus packaging, must be within the size/weight limits

Program Eligibility

Before you list items with the Global Shipping Program, check to make sure you are eligible to sell through the Program.

  • You must have a US seller rating of standard or above
  • You must comply with all applicable laws and regulations under the eBay User Agreement

As a seller, you don’t need to determine which of your items can be sold through the Global Shipping Program—eligible items are automatically shown to buyers in eligible countries. You can check which of your listings can be sold through the Program in My eBay > Activity > Active Selling.

Prohibited items

Any item that is prohibited on eBay can’t be shipped using the Global Shipping Program. Other items are also prohibited from the Global Shipping Program.

  • Animals
  • Human body parts
  • Plants
  • Batteries (with exception of those that come included with consumer electronics such as AA, C, Li-ion batteries)

  • COD shipments
  • Furs, fur clothing, fur-trimmed clothing
  • Jewelry, gold, or any other precious metals (whether manufactured or non-manufactured) that are subject to carrier and/or customs restrictions

Your item’s eligibility

Your item's eligibility for the Global Shipping Program:

  • The item must be physically located in the US
  • The item must be listed for sale on eBay.com
  • The item must be listed in a category that is supported by the Global Shipping Program
  • PayPal must be the only accepted payment method in the listing
  • The delivery address must be a residence or street address, not a PO Box, FPO, or APO address. (Exception: PO Box addresses to the following countries are allowed): Bahrain Brazil Canada China Kuwait New Zealand Qatar Saudi Arabia Switzerland Thailand United Arab Emirates
  • The package must not exceed the stated maximum scale weight or volumetric weight: Scale weight (in lbs.) is determined by measuring the package's weight on a scale Volumetric weight is determined using the following formula: (length x width x height) / 166
  • The stated length must be the longest dimension of the package
  • The package must not exceed the stated maximum “dimensions sum,” which is determined using the following formula: 2 x (width + height) + length, where “length” is always the longest dimension of the package

  • If an auction-style listing ends with a final sale price, excluding shipping and handling, of more than the maximum allowed for the country to which you’re shipping, you’re responsible for arranging alternate international shipping, and compliance with applicable US export rules, regulations, and procedures.
  • Auction-style listings, with or without a Buy It Now option, aren’t eligible for shipment to Russia through the Global Shipping Program. For these types of listings, you are responsible for arranging alternate international shipping, and compliance with applicable US export rules, regulations, and procedures.
  • The item must not be ineligible, illegal, hazardous, subject to export restrictions, prohibited by eBay, or prohibited by the Global Shipping Program. See the eBay User Agreement and the Global Shipping Program policies and FAQs for complete details.
  • Shipping exclusions

    Shipping exclusions that you create will also apply to your Global Shipping Program eligible listings. To manage shipping exclusions on an individual listing:

    1. Be sure that you have cleared the Override my shipping exclusions for Global Shipping Program eligible items check box in My eBay.
    2. In the listing form, go to the Add shipping details section.
    3. Scroll to International shipping. Select Send it to the Global Shipping Center, and the rest will be taken care of for you check box. If you are unable to check the box, the listing category is not eligible.
    4. Click the create exclusions list to create shipping exclusions for this listing. If you already have exclusions, click the Edit exclusions list to make changes.
    5. Select the regions or countries you want to exclude.
    6. Click Apply to save the exclusions for this listing.
  • Shipping and tracking an item

    When you create a shipping label on eBay, tracking information is automatically uploaded to My eBay. If you don’t use an eBay-generated shipping label, be sure to add a tracking number manually. Once you print a shipping label or upload the tracking number, we generate a global tracking number for you. This global tracking number appears in My eBay and on the Order details page and allows you to track the package from the time you ship it to the time it reaches your buyer.

    Note: With the exception of shipments to Canada, delivery to PO Boxes is not supported by the Global Shipping Program. Shipments to APO or FPO addresses.

    When you upload tracking information, we notify the buyer by email that the item has shipped and we include the global tracking number. The global tracking number is also visible to the buyer on the Order details page and in My eBay.

    Important things to keep in mind:

    • If you have your own system that sends tracking information to buyers, be sure to send only the global tracking number to avoid confusing buyers.
    • If you create your own shipping label, include a reference number. You can find the reference number on the Order details page along with the buyer’s name and the address of the Global Shipping Center.
    • If you purchase USPS insurance, it protects you only against any loss or damage to the package until it reaches the Global Shipping Center. ShipCover insurance isn’t available for Global Shipping Program shipments to the Global Shipping Center.
    • If you purchase signature confirmation when you ship your item, you receive a signature confirmation when the item is received at the Global Shipping Center, not when it is received by the buyer.

    Although you’re responsible for getting the package safely to the Global Shipping Center, in general you won’t be responsible if the item is damaged or lost during international shipping. For additional information, see the Global Shipping Program policies and FAQs. Undeliverable items may not be returned to you.

  • Buyer charges

    In the listing, the buyer sees:

    • Estimated shipping charges
    • Estimated import charges

    During checkout, the buyer sees the final charges, including:

    • The item price
    • The shipping charges
    • The import charges

    The shipping charges include any US shipping charges that you specify, as well as applicable international shipping, handling, and other fees.

    The import charges include applicable customs duties, taxes, brokerage, and other fees.

    In addition to the final charges, the buyer sees the amount paid to the seller and the amount paid to the global shipping provider. You receive the item price and the domestic shipping and handling amount that you specified directly from your buyer.

    You can review the buyer’s charges on the Order details page.

  • Alternative international shipping options

    Items that are eligible for the Global Shipping Program and offered to buyers in eligible countries are automatically shipped internationally through the Global Shipping Program.

    You can also customize which countries you’d like to ship to through the Global Shipping Program. This option allows you to select which international shipping service you would like to use for certain locations, so you can choose between the Global Shipping Program and alternative shipping services by country. Buyers only see one shipping option based on your selection.

    For example, you can set your preferences to ship to Canada through a standard carrier that provides international service, but still use the Global Shipping Program for the remaining eligible countries.

    To customize your Global Shipping Program preferences by country: +Go to My eBay > Account > Site Preferences

    • Click Show to the right of the Shipping Preferences section
    • Click Edit to the right of Offer the Global Shipping Program
    • Select the Allow me to customize international shipping by country checkbox
    • Click Submit
    • In the International shipping section of your listing, select the shipping services you’d like to use for specific countries. You can add up to 4 international shipping options in addition to the Global Shipping Program.

    For items that aren’t eligible for the Global Shipping Program, or items that are offered to buyers in countries not supported by the Global Shipping Program, you can set up additional international shipping services.

    To provide shipping services to countries not supported by the Global Shipping Program:

    • Go to the International shipping section of the listing form
    • Update your selection in the No additional international shipping dropdown menu
    • You can add up to 5 international shipping options

    Things to keep in mind:

    • Go to My eBay > Activity > Sell > Active
    • In the Edit dropdown menu, select Edit all listings
    • In Edit listings, select all of your listings by checking the box at the top of the left column
    • In the Edit dropdown menu, select Shipping policy
    • In the Edit business policies dialogue box, select Change to from the Shipping policy dropdown menu, and then click the edit link next to the shipping policy name
    • In the International shipping area of the Edit shipping policy dialogue box, clear the Send it to the Global Shipping Center, and the rest will be taken care of for you box
  • Opting out

    If you opt out of the Global Shipping Program, you must wait 24 hours before renewing your enrollment.

    To opt out of the Global Shipping Program: +Go to My eBay > Account > Site Preferences

    • Click the Show link to the right of the Shipping Preferences section
    • Click the Edit link to the right of Offer the Global Shipping Program
    • Click Opt Out
    • Review the information. If you still wish to opt out, click Continue to opt out
    • If you’d like to opt out of the Global Shipping Program but must wait 24 hours, you can still remove your active listings from the Global Shipping Program right away

    To remove a single active listing from the Global Shipping Program:

    • Go to My eBay > Activity > Sell > Active
    • Select the listing you’d like to change
    • In the Edit dropdown menu, select Edit selected
    • In the Add shipping details section, click the Edit selected policy link
    • In the International shipping section of the Edit shipping policy dialogue box, clear the Send it to the Global Shipping Center, and the rest will be taken care of for you box
    • Save and confirm your changes

    To remove all active listings from the Global Shipping Program:

    • Go to My eBay > Activity > Sell > Active
    • In the Edit dropdown menu, select Edit all listings
    • In Edit listings, select all of your listings by checking the box at the top of the left column
    • In the Edit dropdown menu, select Shipping policy
    • In the Edit business policies dialogue box, select Change to from the Shipping policy dropdown menu, and then click the edit link next to the shipping policy name
    • In the International shipping area of the Edit shipping policy dialogue box, clear the Send it to the Global Shipping Center, and the rest will be taken care of for you box

Seller Fees

  • There is no fee to join the Global Shipping Program
  • Your final value fee is based on the final price of the item, shipping charges to the Global Shipping Center, and any other amounts you may charge the buyer. Sales tax is not included
  • Standard eBay selling fees and PayPal fees apply, including PayPal’s transaction fees for cross-border payments

Follow these simple steps to add or exclude countries, or to override any previous shipping exclusions:

  1. Open My eBay
  2. Click the Account tab, and then click Site Preferences
  3. In the Selling Preferences section, scroll to Shipping preferences, then click the Show link
  4. Click the Edit link next to Exclude shipping locations from your listings
  5. In the Global Shipping Program settings section near the bottom, select the Override my shipping exclusions for Global Shipping Program eligible items check box
  6. Save changes
