2. When will the new insertion, Reserve and Final Value Fees become effective for Canada?
All new fees will become effective as of 00:00 EST on February 22, 2006. Listings that begin on or after 00:00 EST on February 22, 2006, will be charged the new fees, regardless of when they were created ( such as through a listing tool or via the Sell Your Item form using the listing scheduler feature).

3. Why is eBay changing fees?
We carefully evaluate our pricing structure and, from time to time, adjusts some prices either up or down. We believe that these changes, when consider with feature introductions and enhancements, help us continually provide our members with valuable products, buyer traffic and tools to build their business.

4. Why is eBay raising some fees and lowering others?
We believe that careful management of prices ensures the long-term health of the marketplace. On February 22, 2006, we will raise the Final Value fee for the middle tranche, but will lower or remove fees entirely in other areas. These changes are part of the ongoing process of managing the marketplace's growth and development.

5. How are Insertion fees changing?
We are decreasing the Insertion fee for one segment of listings which start below $0.99 to $0.20. Currently listings which start between $0.01 - $0.99 are charged a $0.25 insertion fee. No other Insertion fees are changing.

6. How are Final Value fees changing?
The second tier of Final Value Fees will increase from 2.75% to 3.00% which will impact all items that sell above $25.00.  No other Final Value fees are changing.

7. If I submit listings via a selling tool, such as Turbo Lister, before February 22, 2006, but don't confirm the listings until after February 22, 2006 which price will I be charged?
All items that begin on or after 00:00 PT on February 22, 2006 will be charged according to the new pricing structure. In this example, listings confirmed after February 22, 2006 will be charged the new fees, regardless of when they were created.

8. Can members expect additional fee increases later this year?
Like every business, we continually evaluate the cost of business across all sites and may occasionally change fees if the business necessitates it. Naturally, as we introduce or upgrade more optional features to the sites, there may be charges associated with the use of these features. We will make every effort to inform you in advance about revisions to our proposed schedule.
