  1. Is this a short-term promotion or a price change?
    This is a change to eBay's pricing and not a short-term promotion.

  2. When will the new fees become effective?
    The new fees will become effective on June 16, 2009. Listings submitted through the Sell Your Item or Simple listing form that begin on and after midnight on June 16, 2009, (e.g. at 00:00:01am. PST) will be charged the new fees regardless of when they were created (e.g. through the Sell Your Item form using the listing scheduler features).

  3. Are the new fees available to sellers who list using listing tools?
    The new fees are not applicable to sellers who list items through the API/Listing tools such as Selling Manager, Selling Manager Pro, TurboLister, Bulk Sell/Relist/Revise flows (except when you relist individual listings), File Exchange, Mass Listing Editor, third party listing tools, etc. Sellers who use a third-party listing solution can either list their 5 Auction-style listings (in 30 day period) with the new pricing structure through the Sell Your Item form or continue with their current practices at the current pricing.

  4. Can I opt-out of this new pricing structure?
    You should choose the option that works best for you. If you do not wish to take advantage of the new pricing structure, you can opt-out by listing your items via an eBay tool (some are free) or third-party listing solution. The new pricing structure does not apply to sellers who list items through eBay tools or third-party listing solutions.

  5. How will I know how many free Insertion Fees I have used during a 30 day period?
    When you list an item using the Sell Your Item or Simple listing form, you will be notified directly on the form if the listing qualifies for the free Insertion Fee. You'll also be notified after you confim a listing if you have remaining free Insertion Fees.

    You can also refer to the "View Account Status" section in My eBay to verify the listings that qualified for the $0.00 Insertion Fee. Insertion Fees shown for the free Insertion Fee listings will be displayed as $0.00.

  6. If my listing is pulled down or cancelled, does that count towards one of my 5 free Insertion Fees?
    Yes, any listing that is pulled down will count against your 5 free Insertion Fees.

  7. What happens if my item doesn't sell?
    The 5 free Insertion Fees will be applied to your 5 listings listed on the site every 30 days, regardless if your item sells or not.

  8. If I list in 2 categories are both of my insertion fees free?
    You can list in two categories, however, the $0.00 Insertion Fee only counts toward the primary category you select. You'll be charged for the second category as you would with any listing today.

  9. When does the 30 day period begin? When does it end?
    The 30 day period starts with your first eligible listing on or after June 16, 2009. You'll have opportunity to take advantage of the $0.00 Insertion Fees for 4 more qualifying listings during those 30 days. After the 30 days pass, the next 30 day period will start with the next eligible listing. Example: On June 20, 2009 you list your first eligible $0.00 insertion fee listing. You will then have until July 19, 2009 to use your four remaining free Insertion Fees.

  10. How are my fees impacted after I have used up the 5 free Insertion Fees?
    After you have used your 5 free Insertion Fees, the current Insertion Fees and Final Value Fees apply.

  11. Are relisted items eligible for the $0.00 Insertion Fees?
    New listings on or after June 16, 2009 will be eligible for the $0.00 Insertion Fees. If you're relisting an item after June 16, 2009, the relist is eligible for $0.00 Insertion Fees under the same guidelines as a new listing.

  12. What categories are included in the $0.00 Insertion Fees?
    All categories are eligible for $0.00 Insertion Fees except:
    1. Motors Vehicles
    2. Real Estate
    3. The following Business & Industrial subcategories: Tractors & Farm Machinery, Heavy Equipment & Trailers, Concession Trailers & Carts , Imaging & Aesthetics Equipment, Forklifts & Other Lifts, Manufacturing Equipment, Metalworking Equipment, Commercial Printing Presses.

  13. If I add optional features to my 5 free listings, will I be charged for those features?
    Optional feature fees for features such as BIN, Reserve, Subtitle, Pictures, etc. do apply to listings that are eligible for $0.00 Insertion Fees.
