Local Market Policy
eBay Motors Local Market provides auto dealers a way to generate leads and to encourage local buyers to visit their dealerships. Local Market sellers have new flexibility to expose their inventory to local shoppers. Local Market shoppers have greater access to local inventory, while still maintaining the trust and safety benefits of purchasing on eBay.
eBay Motors Local Market sellers are bound to the terms of the eBay User Agreement and to the policies and guidelines for safe trading, as well as the following policies that are specific to the Local Market listing format.
Local Market Listing Policies
The following policies apply to all Local Market listings.
Vehicle Listings
- Only cars and trucks can be sold through Local Market and they must be listed in the Cars & Trucks category.
- Only franchise dealers may list new cars through Local Market
- Used vehicles must be available for inspection.
- New vehicles may be presold, but the listing must disclose the date that the vehicle will be available for delivery.
- Vehicles must be located at the address stated in the listing.
- Vehicles must be located in the same ZIP Code as the Local Market subscriber's principle dealership.
- Used vehicles may not include use stock photos.
Links and Contact Information
- Listings may only include pre-approved telephone numbers.
- Listings may only include pre-approved instant messaging applications.
- Listings may not include email addresses of any kind or links that open email clients.
- Listings may not include web forms or links to web forms that collect shoppers' personal information.
- Sellers may include a link to a loan or service contract application, as long as the loan or service contract is for the vehicle listed. Links to loan or service applications must include an interstitial web page that informs buyers that they are leaving the eBay website.
- Except where otherwise noted, listings may not include links to any non-eBay web site, including the dealership's existing web site. An eBay Store is provided to allow Local Market sellers to give greater visibility to the inventory they have listed on eBay.
Offers to Buy or Sell Outside eBay
- Listings may not include explicit offers to sell outside of eBay.
- Sellers may invite buyers to inspect vehicles in person, but sellers should encourage buyers to complete their purchase on eBay.
- If a buyer chooses not to purchase on eBay, the seller may close a deal in the dealership. However, the buyer will no longer be eligible for eBay services, such as eBay feedback, and Vehicle Purchase Protection.
Eligibility for eBay Services
Buyers and sellers should be aware that any transaction that is closed in the dealership instead of using eBay's Best Offer feature, is considered an off-eBay transaction, and is therefore not eligible for any eBay services. These services include (but are not limited to):
The following situations are examples of off-eBay transactions that are not eligible for eBay services:
- A buyer does not make a Best Offer on a listing, but makes private arrangements with the seller to purchase the vehicle.
- A buyer makes a Best Offer, which is rejected or expires, and then makes private arrangements with the seller to purchase the vehicle.
- A buyer makes a Best Offer, but does not accept a seller's counter offer, and instead makes private arrangements with the seller to purchase the vehicle.
To insure that a transaction is eligible for eBay services, and to allow both buyers and sellers to benefit from eBay feedback, sellers should always encourage their buyers to close the deal using Best Offer, even if the transaction is closed at the dealership.
Local Market Subscription Requirements
- Local Market subscriptions are non transferable.
- Dealers may only list the inventory of their licensed dealership; they may not broker vehicles for other dealerships.
- Dealers who operate multiple dealerships under separate licenses must purchase a separate subscription for each dealership.
- Dealers who operate multiple stores under one dealer license within the ZIP Code where the licensed dealership is located may list inventory from those stores under one subscription.
- Dealers may only list inventory that is assigned to their dealership. Local Market subscriptions may not be used to broker inventory for private individuals or for other licensed dealerships.
- Dealers may include in their Local Market listings vehicles consigned to them by private parties.
- Only one subscription is permitted per eBay User ID.
Violation Consequences
Violations of eBay policies may result in a range of actions, including (but not limited to):
- Listing cancellation
- Forfeit of eBay fees
- Limits on account privileges
- Loss of PowerSeller status
- Account restriction or suspension
- Local Market subscription cancellation
- Back-charge of subscriptions
