Understanding eBay’s Role

Our goal is to promote a safe place for our members to buy and sell. When transaction problems occur, we provide assistance by making communication between eBay members easier and by providing services to help protect you against fraud.

What we do
  • When suspicious activity is reported, our Trust and Safety team investigates the situation. We will warn, suspend, or otherwise restrict accounts that violate our policies.

  • We provide members with an easy way to request contact information and communicate directly with trading partners.

  • We help with dispute resolution by providing members with an online tool to report and track their disputes using the dispute console.

  • We work closely with PayPal to help buyers and sellers resolve their transaction problems. If you have paid with PayPal, you may file a complaint through PayPal's Buyer Complaint Process. For all other items, we provide an item not received or significantly not as described process.

  • We offer PayPal Buyer Protection: When you pay with PayPal on eBay, eligible transactions will receive coverage up to $200 at no additional cost. However, the majority of transactions may be covered up to $2000. See eligibility.

  • We cooperate with all law enforcement investigations.


    Law enforcement agencies can report information to eBay using our law enforcement-specific Web form.

    Note: This method of contact is for law enforcement only.
    If you are not law enforcement, you should direct your fraud related inquiries through the Item Not Received or Significantly Not as Described Process page.

What we don't do
  • We're unable to take action on a member's behalf. This includes contacting a member directly to ask about the status of an item.

  • Since we're not involved in the actual transaction, we can't force a member to complete his or her obligation.
