Original Equipment Manufacturer (OEM), or bundled software, is software that is included with the purchase of new computer hardware. It is eBay policy that sellers may not list "OEM," "bundled," or “recovery” software unless they are selling it with the original hardware.
For example, utility software and drivers bundled with peripheral devices, such as a printer or scanner, may only be included if it is included along with the original peripheral device.
Bundled, or recovery, OEM software may be listed only if included along with the motherboard, hard drive, or computer originally sold with the OEM software.
To comply with eBay policy, OEM software must not only accompany the necessary hardware as described above, but the hardware must be specific and clearly stated in the listing

Limits on account privileges
Forfeit of eBay fees on cancelled listings
Paula is upgrading her computer, and decides to sell an out-dated version of Microsoft Windows software included when she first purchased her computer. Unless she also sells the computer on which this software originally came installed, Paula is not allowed to list the software on eBay.
Josh works part-time repairing computers. Over time, he accumulates numerous copies of OEM software. eBay policy does not permit him to sell this software without the original computer hardware. Josh may not list this OEM software without the original hardware on which it was installed, even if the hardware is no longer operational.
