What is it? Where is it? And why do I need to know about it?

Larry is responsible for ensuring that eBay's Trust and Safety products, policies and programs are effectively communicated to the eBay Community as well as to eBay employees.
Consider these situations you may encounter as an eBay member:
- You're on the Community discussion boards and someone asks a question about how to report an item that is not as described. You want to be responsive but you don't want to give them the wrong information. Where do you find it on the site?
- You've received a suspicious email that appears to be from eBay asking for some information related to your account. Where do you go to find out whether or not it's real?
- Your cousin wants to sell an ivory paper weight but you think there might be a policy against that. Where can you go to look up relevant policies?
- You paid $200 for a nice clock but haven't received it as quickly as you expected to. The seller hasn't responded to your emails for over a week. Where do you go?
There are so many places to go on eBay to get Trust and Safety related answers that sometimes it's daunting – especially for new users. There's the Answer Center, the Trust and Safety Discussion Board, My Messages in My eBay, the Policy Hub page, and eBay's Help system. Wouldn't it be nice if there were just one location to help guide you to the answer to all of these questions?
Well, there is. It's the eBay Security & Resolution Center. Despite the fact that it's been on the site for over two years, it may still be an unknown quantity to many in the Community. I thought I'd spend some time walking you through it.
Your one-stop shop for all things Trust and Safety
The eBay Security & Resolution Center offers a wealth of Trust and Safety information to help you trade safely not only on eBay but anywhere online. It's also a place where you should go to report eBay transaction problems, and where you can find tips on how to protect your account, pay safely, avoid unpaid items, and learn more about eBay policies. You can even access the Police Blotter to read the latest stories of how the eBay Fraud Investigation Team (FIT) works closely with Law Enforcement to catch people who have attempted to commit fraud on eBay.
Where is the Security & Resolution Center?
While there are many links to the Security & Resolution Center on the eBay site, the best way is to scroll to the bottom of any eBay page and click on the Security Center link. It's that easy.
The Security & Resolution Center is divided into five basic areas:
- Report a Problem – The Report a Problem feature will guide you to the best ways to address a wide range of problems. For instance, buyers may report items that haven't arrived, or that did arrive but appear to be significantly different from how they were described in the item listing. Sellers may report situations where they didn't receive payment for an eBay item they sold. Members can also report suspicious-looking emails that appear to be from eBay or PayPal. Just about any issue or concern can be brought to eBay's attention using Report a Problem.
- eBay Marketplace Safety – If you want to get some quick tips on trading safely on eBay (including direct access to an interactive Buying with Confidence tour), click “Learn more” under Buying & Paying. If you're a seller who wants information on the Unpaid Item Process or how to set your own buyer requirements to reduce Unpaid Items, just click “Learn more” under the Selling section. If you are wondering whether or not there are any restrictions on an item you'd like to sell or on how you want to list it, click “Learn more” under Rules & Policies.
- Security & Resolution Tools – This section of the Security and Resolution Center shows you updated and relevant content each time you refresh your Web browser. Watch the Tools section update with fresh links to more expert information. For instance, you can download the eCommerce Safety Guide, an excellent 20-page guide (.pdf format) written by Rob Chesnut, head of eBay Worldwide Trust and Safety. This guide offers page after page of great ideas on how to protect yourself online (not just on eBay). You can even print it out and keep it by your computer for future reference.While in the Tools section, be sure to click on the “Protect your account today” link and download the eBay Toolbar with Account Guard. This useful tool helps you protect yourself against fake Web sites (and it's totally free!). Refresh the screen again and click on the link to the Spoof Tutorial to learn some great tips on how to spot a fake email.
- Online Security Resources – Just below the Tools section, you'll find Online Security Resources, a section that gives you quick access to some key eBay marketplace safety information like Privacy Central and eBay account protection, as well as more general safety information like stopping online viruses, deterring identity theft and avoiding fraud.
- Right hand navigation area – Scrolling back up the page, in the upper right corner, you'll see the first of four boxes called Marketplace Safety Tips. These are quick and safe trading-related DOs and DON'Ts for buyers and sellers. For instance, sellers can learn about fraudulent cashiers checks; buyers are encouraged never to pay for an eBay item using instant cash transfer services like Western Union or MoneyGram. Refresh the page to get more useful tips. Just below the Marketplace Safety Tips box is the Trust & Safety Spotlight, a section dedicated to Law Enforcement. Here you can visit the Police Blotter to read the latest stories about how the eBay and PayPal Fraud Investigation Team has worked successfully with Law Enforcement agencies worldwide to catch criminals. We update the Police Blotter every month so be sure to visit often!
So, the next time someone asks you a Trust and Safety question and you don't know the answer, visit the Security & Resolution Center and find the information fast. Once you get there, I encourage you to bookmark the page.
