Does it cost anything to join the eBay PowerSeller program?
There is no cost to join the PowerSeller program. Membership is FREE for eligible sellers.

Who is eligible to become a PowerSeller?
Every month, eBay evaluates multiple criteria to identify sellers who are eligible to be invited to the PowerSeller program. The criteria include:
  • Time on site of 90 days or more
  • Account is in good standing (not past due)
  • Feedback and detailed seller ratings (DSRs)
  • Sales volumes requirements
  • eBay Policy compliance

How do I maintain my current PowerSeller status?
Every month, eBay evaluates multiple criteria to review PowerSellers for continued eligibility to remain in the PowerSeller program. The criteria include:
  • Time on site of 90 days or more
  • Account is in good standing (not past due)
  • Feedback and detailed seller ratings (DSRs)
  • Sales volumes requirements
  • ebay Policy compliance

How is the 98% positive Feedback score calculated to determine PowerSeller eligibility?
The positive Feedback rating for PowerSeller program eligibility is calculated the same way as the site Feedback rating visible on the Seller Information and Member Profile pages. The Feedback percentage is calculated:
  • Based on the last 12 months
  • Including repeat Feedback from members that have left Feedback for transactions that ended in different weeks
  • By taking the total number of positive Feedbacks and dividing them by the total number of positive and negative Feedbacks.
How do detailed seller ratings (DSRs) affect my PowerSeller status?
Because detailed seller ratings (DSRs) enable buyers to rate specific aspects of their transactions -- item as described, communication, shipping time, and shipping and handling charges -- these ratings provide the best measure of customer satisfaction and the best way for eBay to identify good sellers.

PowerSellers that have one or more DSRs below 4.5 based on the DSRs for the previous 12 months will not be eligible to be part of the PowerSeller program.

In addition, rates of 1s and 2s on DSRs with US buyers are not to exceed the following rates and counts:
  • Items as described: 3% and a count of 3
  • Communication: 4% and a count of 4
  • Ship time: 4% and a count of 4
  • Shipping & handling charges: 4% and a count of 4

A seller can check DSRs averages and rates of 1s and 2s on DSRs through their Seller Dashboard.

How do I improve my detailed seller ratings (DSRs)?
It is important to maintain excellent customer satisfaction on eBay, and DSRs give you a complete picture of how customers rate your performance and what you can do to improve. Track your DSRs through the Seller Dashboard and create reports to understand what DSRs need improving. Review best practices for improving DSRs.

How do I move up to the next PowerSeller level?
To move up to the next PowerSeller level, you should:
  • Continue to comply with all of the PowerSeller program criteria
  • Reach and maintain the next tier's minimum average monthly sales or items sold for the defined period (Three Month Requirement or Annual Requirement) across eBay's marketplaces: eBay.com, Half.com, and eBay Motors.
Make sure you are opted in to receive advanced selling communications for PowerSellers by mail, email, and telephone, by visiting the Notification Preferences area of your My eBay page.
eBay will automatically notify and congratulate you via email when you reach the next tier.

How is my PowerSeller tier calculated?
Every month eBay looks at your following past data:
  • Sales volume for the prior 3 months
  • Items sold for the prior 3 months
  • Sales volume for the prior 12 months
  • Items sold for the prior 12 months
Your PowerSeller tier is determined by the highest tier a seller achieves across all metrics and time periods:

Example 1: Seller A
Time Duration Average Sales = PS Tier Average Items sold = PS Tier
3 months $30,300 Platinum 503 Silver
12 months $10,500 Gold 151 Bronze

Seller A meets the Platinum tier due to their average sales volume for the prior three months.

Example 2: Seller B
Time Duration Average Sales = PS Tier Average Items sold = PS Tier
3 months $8,550 Silver 503 Silver
12 months $23,500 Gold 1010 Gold

Seller B meets the Gold tier. Even though their sales have dipped in the last three months, their twelve month average makes them eligible for that tier.

What happens if I do not maintain the PowerSeller requirements?
If your account falls below the program criteria, you will automatically receive an alert email. Except for PowerSeller status removal due to policy violations, you will have 30 days to bring your account back into compliance. During this time, please feel free to Contact Us - we can provide insight and education to help you maintain your PowerSeller status. If, after the 30-day grace period, your account still falls below the requirements, you may lose your PowerSeller status. However, this will not prevent you from achieving PowerSeller status in the near future. If you violate the Shill Bidding, Feedback Manipulation, or Counterfeits policies or if you reach your limit of eBay policy violations within a 90-day period as outlined in the PowerSeller Requirements, you will lose your PowerSeller status. To regain your PowerSeller status, you must comply with eBay listing and eBay policies over the next 90 days, and maintain compliance.

How do I comply with all eBay listing and marketplace policies?
To comply, you must not violate the Shill Bidding, Feedback Manipulation, or Counterfeits policies. In addition, violations of any eBay policies may result in the loss of PowerSeller status. The following limits apply:

  Bronze 4 violations in a 90-day period
Silver/Gold 5 violations in a 90-day period
Platinum 6 violations in a 90-day period
Titanium 7 violations in a 90-day period

      • Can International members join the US PowerSeller program?
        There are several PowerSeller programs that a seller may qualify for based on their country of residence:
        • US
        • Canada
        • UK (Guernsey, United Kingdom, Jersey, Ireland)

        • China (Taiwan, Macau, China, Hong Kong)
        • France
        • Germany (Germany, Austria, Switzerland)
        • India
        • Italy (Italy, Vatican City State, San Marino)
        • Spain
        • Rest of World* (all other countries)
        Check your local eBay site for details on becoming a PowerSeller for the appropriate PowerSeller program listed above. *Please note that the Rest of World program is part of the US PowerSeller program and sellers included in Rest of World that meet the US PowerSeller requirements will receive an invite for the US PowerSeller program. However, Rest of World PowerSellers are not eligible for all of the US PowerSeller benefits, such as Final Value Fee discounts.

        Top-rated seller FAQs

        What is Top-rated seller status and what is its purpose?
        The new eBay Top-rated seller status recognizes PowerSellers who consistently provide the best experiences to their customers. The program differentiates sellers by their relative performance and offers incentives and rewards for providing great buyer experiences.

        What are the benefits of the eBay Top-rated seller status?
        Exclusive benefits for eBay Top-rated sellers include:
        • Highest fee discounts. All eBay Top-rated sellers will receive the maximum 20% discount on Final Value Fees. Note that for other PowerSellers, the current discount schedule will remain in effect until April 2010.
        • Increased search visibility. Top-rated sellers will get increased search exposure on their Fixed Price Listings in Best Match search results.
        • Featured First. Only eBay Top-rated sellers will be able to purchase Featured First.
        • Prominent badge on their item pages. The new eBay Top-rated seller badge will be displayed on search results pages, sellers' item pages and other member profile pages. We will also begin testing the badge in search results pages.
        How do I qualify to be an eBay Top-rated seller?
        To qualify as an eBay Top-rated seller, you need to:
        • Meet all the quality requirements for and accept the invitation to the PowerSeller program
        • Meet the sales volume requirements for Top-rated seller status: 100 transactions and $3,000 in GMV over the past 12 months
        • Have no more than the maximum allowed instances of instances of 1s and 2s on all DSRs from U.S. buyers:
          • Sellers with 400 or more transactions over the previous 3 calendar months: No more than 0.50% of transactions with 1s or 2s on each one of the four DSRs over the past 3 months.
          • Sellers with 400 or more annual transactions, but less than 400 over the most recent 3 completed calendar months: No more than 0.50% of transactions with 1s or 2s on each one of the four DSRs over the past 12 months.
          • Sellers with less than 400 annual transactions: No more than two instances of 1s or 2s on each one of the four DSRs over the past 12 most recent completed calendar months. This will ensure that lower volume sellers are not disqualified based on a single transaction.
        • Compliance with new Selling Practices policy.
        What is the eBay Top-rated seller badge and how will it be presented and explained to buyers?
        Buyers will see "Top-rated seller" with the Top-rated seller icon in the upper right corner of the item page for items listed by Top-rated sellers. Beneath the badge and the seller's user name these three points will appear:
        • Consistently receives highest buyers' ratings
        • Ships items quickly
        • Earns a track record of excellent service

        Buyers see the new Top-rated seller badge on Top-rated sellers' item pages and search results pages.

        What happens when an eBay Top-rated seller no longer meets all the requirements?
        Sellers who no longer meet all the eBay Top-rated seller requirements but continue to meet PowerSeller requirements will no longer have Top-rated seller status or benefits, but will retain current PowerSeller status and discounts if they qualify.

        Top-rated seller and PowerSeller status are evaluated monthly and sellers will be able to see how they are trending to meet those requirements on their Seller Dashboard.


        PowerSeller Discount FAQs

        How do I qualify for the PowerSeller and Top-rated seller fee discounts?
        All Top-rated sellers receive the highest level of Final Value Fee discounts of 20%.

        PowerSellers can qualify for fee discounts based on detailed seller ratings (DSRs) over the last 30 days in all four areas - item description, communication, shipping time, and shipping and handling charges. All four of your DSRs must be equal to or greater than 4.6, 4.8 or 4.9 for increasingly deeper discounts. For PowerSellers that do not have any DSRs for either shipping time, and shipping and handling charges due to exclusive sales on Vehicles or Half.com, evaluation will be based on the DSRs that the seller does have.

        Check the discount section of the Seller Dashboard to see your rate of discount.

        Please note: starting April 2010, Final Value Fee discounts for PowerSellers for will no longer be based on the minimum average DSRs as all PowerSellers will receive a 5% Final Value Fee discount while Top-rated sellers continue to receive a 20% Final Value Fee discount.         If I'm a PowerSeller or Top-rated seller, do I need to sign up to receive discounts?
        Once you have accepted your invitation to the PowerSeller Program, no additional sign up is required for both PowerSeller and Top-rated seller discounts. You simply need to meet the requirements of PowerSeller or Top-rated seller to qualify.

        What are the discount rates and how do I need to qualify for higher rates?
        All Top-rated sellers receive the highest level of Final Value Fee discounts of 20%. For all other PowerSellers, rates of discounts are based on DSRs averages over the past 30 days as follows:
        • If all DSRs average 4.6 or higher: 5% discount on Final Value fees
        • If all DSRs average 4.8 or higher: 5% discount on Final Value fees
        • If all DSRs average 4.9 or higher: 20% discount on Final Value Fees
        PowerSeller fee discounts apply to Successful Listing Fees for your sales of Motors Vehicles.

        Please note: starting April 2010, Final Value fee discounts for PowerSellers for will no longer be based on the minimum average DSRs as all PowerSellers will receive a 5% Final Value fee discount while Top-rated sellers continue to receive a 20% Final Value fee discount.         Where can I see my 30-day detailed seller ratings (DSRs)?
        If you are a PowerSeller and have accumulated at least 10 detailed seller ratings (DSRs) in the last 30 days, you can see your 30-day DSRs in the Seller Dashboard. Please note that you don't need to have over 10 DSRs in the past 30 days in order to receive the PowerSeller fee discounts. However, in order to protect buyer anonymity, if you have received less than 10 DSRs over the last 30 days, we will not display your 30-day DSRs on the Seller Dashboard.

        How are my detailed seller ratings (DSRs) calculated for PowerSeller fee discounts?
        Your detailed seller ratings (DSRs) are calculated based on ratings left for you by unique buyers over the previous 30 days. If the same buyer leaves you two or more DSRs in a 30 day period, the average of those scores will be included in your 30-day rating

        At what point in time does eBay review my PowerSeller status and detailed seller ratings (DSRs) or Top-rated seller status to determine whether I qualify for the PowerSeller fee discounts?
        Your PowerSellers status and 30-day detailed seller ratings (DSRs) or Top-rated seller status are reviewed a few days before your invoice date, which is either the 1st or the 16th of each month, depending on which of two billing cycles applies to your account.
        • For accounts with an invoice date on the first of each month, the snapshot is taken some time between the 23rd and the 27th of the prior month.
        • For accounts with an invoice date on the 16th of each month, the snapshot is taken some time between the 8th and the 12th of the month.
        How do the discounts work if I sell exclusively in Motors Vehicles categories?
        If you sell exclusively in the Motors Vehicles categories, the detailed seller rating (DSR) requirements for fee discounts applies only to the item description and communication ratings. Transactions in Motors Vehicles categories are not rated on shipping time and shipping and handling charges since vehicle shipping is typically arranged by the buyer. PowerSeller fee discounts apply to your Successful Listing Fees on sales of Motors Vehicles.

        Which eBay sites are included in the discount program?
        If you are a United States or Canadian PowerSellers, your Final Value fees and/or Successful Listing fees for listings listed on eBay.com, eBay Motors, and eBay.ca qualify for the PowerSeller discounts.

        Please note, starting April 2010, only Canadian PowerSellers will receive discount on for listings listed on eBay.ca. Canadian PowerSellers will continue to receive discounts on eBay.com, eBay Motors, and eBay.ca. For more information, visit http://pages.ebay.com/bh/en-us/sell/July2009Update/Details

        Do discounts apply to my Store Inventory Format sales?
        Yes, the Final Value Fee discounts will be applied to your Story Inventory Format sales.

        Do discounts apply to my Half.com sales?
        Sales on the Half.com site do not qualify for the PowerSeller fee discounts.

        Where do I find out what my discount was?
        You will find your discount percentage and total discount amount below your invoice summary. You can also find your discount information on your Seller Dashboard.

        What if I have two or more eBay accounts?
        Each account will be evaluated separately for PowerSeller status and the minimum DSRs and Top-rated status. Discounts will be applied to each account accordingly.

        What happens if I switch my billing currency?
        If you qualify for a discount, and need to change the billing currency, you should change the currency on the first day of the billing month to receive the discount in the new currency. If you change the currency later in the month, you will only receive a discount in the new currency for the remaining days. For example, if you change your billing currency on the fifth of the billing month, you will not receive the discount in the old currency for five days, but receive the discount only in the new currency for the remaining days.



        Unpaid Item Program FAQs

        How do I qualify for the Unpaid Item Feature Fee credits?
        Eligible PowerSellers and Top-rated sellers need to retain PowerSeller status from the listing start date through the date when the Unpaid Item dispute closes. They also must have an account in good financial standing (no overdue balances) and be a registered user (not suspended) when the fees are credited back.

        Do I need to sign up to receive the Feature Fee credits?
        No, no sign up is required. You simply need to meet the requirements above to qualify.

        Which listing formats qualify?
        Eligible listing formats:
        • Auction-style listings
        • Auction-style with Buy It Now
        • Single-item Fixed Price
        • Single-item Store Inventory
        Multiple-Item Fixed Price and Multiple-Item Store Inventory Formats listings are not eligible for Unpaid Item Protection credit.

        Why are Multiple-Item Fixed Price listings not included in the Feature Fee credits?
        Because in multiple-item listings you still get the increased exposure from the Features for the remaining items in the listing.

        What is the process for Unpaid Item disputes?
        • File an Unpaid Item dispute. eBay will send the buyer an email reminder with instructions on how to pay.
        • If you do not receive payment immediately, you can communicate with the buyer to attempt to complete the transaction.
        • If you and the buyer can't work it out, you can close the dispute.
        We encourage PowerSellers to continue to do their best to communicate with their buyers and try to resolve any Unpaid Item disputes that may arise.

        When will I see the Feature Fee credits in my invoice?
        The Feature Fee credits will appear on your invoice monthly. By the 15th of every month, you will be reimbursed for the closed Unpaid Item disputes from the prior month. Please keep in mind that credits will be based on the date when the Unpaid Item dispute closes. For example, if you close an Unpaid Item dispute on March 2nd (even though it may relate to a transaction from January) you will see the credit by April 15th.

        How will I get the credits?
        Your credit will be reflected on your invoice by the 15th of every month. eBay will process and apply your individual credit amount to your eBay account.

        Which Fees are eligible for credit?
        All Feature Fees, except for Reserve, are covered by this program, including:
        • Buy It Now
        • Value Pack
        • Gallery Plus
        • Listing Designer
        • Subtitle
        • Bold
        • Scheduled Listings
        • 10-Day Duration
        • Pro Pack for Motors
        • Reserve
        Will I be eligible for UPI Protection credits if I lose my PowerSeller Status?
        If you lose your PowerSeller status between the listing start date and the date when you close the Unpaid Item dispute, you will no longer qualify for the credit. You will also need to have an account in good financial standing (no overdue balances) and be a registered user (not suspended) when the fees are credited back.
